The Nov. 4\u00a0death<\/a>\u00a0of the Muslim Brotherhood\u2019s acting general guide,\u00a0Ibrahim Munir<\/a>, triggered a new internal power struggle.<\/span><\/p>\n

At the moment, there are three factions struggling to control the Muslim Brotherhood, and they all operate outside of Egypt: one residing in Britain, and two others operating from Istanbul. The London faction, once led by Munir, is now led by\u00a0Mohei El-din El Zayet<\/a>. One Istanbul faction is led by\u00a0Mahmoud Hussein<\/a>, and the other operating from Istanbul is the \u201cCurrent of Change\u201d faction. Each claims to be the legitimate representative of the Muslim Brotherhood group and its goals.<\/span><\/p>\n

Before his death, Munir\u00a0declared<\/a>\u00a0that the Muslim Brotherhood no longer would seek political power in Egypt. In contrast, the Istanbul factions reject that stance. After Munir\u2019s death, the group\u2019s London faction immediately declared its leader,\u00a0El Zayet<\/a>, as acting guide. In response, the Istanbul-based faction announced\u00a0Mahmoud Hussein<\/a>\u00a0is the new acting guide.<\/span><\/p>\n

\u201cThe Muslim Brotherhood group realizes that the youth boys and girls are its present tools, the power of the group, the hope, its glory makers, the safety valve for its continuity and the name of its future,\u201d Hussein\u00a0said<\/a>\u00a0in a Nov. 20 speech to members. \u201cThat\u2019s why the group is working on preparing and qualifying a generation of youth leaders who [are] completely qualified in all professions and able to lead the group toward a safe transition into the second centennial for the group, God willing.\u201d<\/span><\/p>\n

The feud cannot be settled anytime soon. It requires a general assembly vote, something difficult to arrange with members behind bars or in exile.<\/span><\/p>\n

Egypt\u00a0considers<\/a>\u00a0El Zayet a terrorist; he was sentenced to six years in prison by a military court in absentia for a number of terrorism related cases involving a terrorist cell known as the \u201cHelwan Brigades.\u201d Helwan Brigades attacks in 2014-15 killed five police officers and destroyed a number of electrical towers. El-Zayet was charged with coordinating various brigade groups.<\/span><\/p>\n

Similar power struggles within the Brotherhood ignited earlier in 2013, following the arrest of General Guide\u00a0Mohamed Badie<\/a>. He later was\u00a0sentence<\/a>d to life in prison after being convicted of multiple charges relating to a mass prison breakout and killing of police officers.<\/span><\/p>\n

Brotherhood bylaws say a vacancy should be filled by the oldest known free member of the group. Many are claiming that it is Ibrahim Munir.<\/span><\/p>\n

Munir was\u00a0credited<\/a>\u00a0with keeping the global Muslim Brotherhood group intact after it was\u00a0banned<\/a>\u00a0in\u00a0Egypt<\/a>,\u00a0Saudi Arabia<\/a>,\u00a0United Arab Emirates<\/a>, Bahrain, and Jordan.<\/span><\/p>\n

Munir persuaded the British Parliament in 2016 not to ban the Muslim Brotherhood or label it as a terrorist entity. He\u00a0told<\/a>\u00a0a British Parliament committee that Sharia laws tolerate apostates and homosexuals, which contradict the teachings of Brotherhood founder Hassan al-Banna.<\/span><\/p>\n

But both Munir and Hussein opposed as potential leaders the Current of Change faction, which is comprised mostly of the group\u2019s youth, who see the old guard as too old and entrenched. This faction is also known as \u201cThe Third Wave\u201d and \u201cThe New Kamalists,\u201d referring to\u00a0Mohamed Kamal<\/a>, a deceased founder of the group. The Current of Change\u00a0organized<\/a>\u00a0a convention in Istanbul last October coinciding with the anniversary of Kamal\u2019s death.<\/span><\/p>\n

Kamal\u00a0masterminded<\/a>\u00a0a number of terrorist activities in Egypt before being killed by Egyptian security in 2016 after a short battle at his hideout in Cairo. The Change movement believes in restoring the tenets set by the group founder Hassan al-Banna and its ideologue and terrorism mastermind,\u00a0Sayyid Qutb<\/a>. These tenets include\u00a0fighting<\/a>\u00a0apostate governments and ousting rulers by force as a form of jihad. Qutb\u00a0believed<\/a>\u00a0in forcing sharia laws into societies and replacing civic laws.<\/span><\/p>\n

The Current of Change faction\u00a0issued<\/a>\u00a0a charter during its first official meeting in Istanbul. It\u00a0indicates<\/a>\u00a0that the group is willing to resume terrorist activities in Egypt, according to Sky News Arabia. It\u00a0shuns<\/a>\u00a0any reconciliation or rapprochement efforts with the Egyptian government.<\/span><\/p>\n

\u201cAll options are open to the use of force and violence, and the need to release prisoners,\u201d the charter\u00a0said<\/a>.<\/span><\/p>\n

It also called for \u201cthe end of the era of centralization within the [Brotherhood] and the reliance on decentralization,\u201d seen as a statement that it would not follow the London or Istanbul factions.<\/span><\/p>\n

These positions contradict Munir\u2019s\u00a0statement<\/a>\u00a0that the Muslim Brotherhood no longer seeks power in Egypt.<\/span><\/p>\n

Another possible candidate is 80-year-old\u00a0Mohamed El-Beheiry<\/a>, who lives in Turkey. His supporters claim that he is the oldest member of the Muslim Brotherhood. He was part of the notorious cell known as the \u201cOrganization 65,\u201d which was\u00a0headed<\/a>\u00a0by\u00a0Sayyid Qutb<\/a>\u00a0and also\u00a0included<\/a>\u00a0Badie.<\/span><\/p>\n

Organization 65 carried out a number of assassination attempts targeting then-President Gamal Abdel Nasser, and launched other coordinated attacks in an effort to topple the Egyptian government. Egyptian authorities\u00a0dismantled<\/a>\u00a0the group in 1965, sentencing a number of its members \u2014 including Qutb \u2014 to death.<\/span><\/p>\n

El-Beheiry was one Munir\u2019s many enemies and participated in an attempted coup against him in October 2021. In response, Munir\u00a0suspended<\/a>\u00a0El-Beheiry and a number of his accomplices.<\/span><\/p>\n

El-Beheiry\u2019s potential rise as the next acting general guide would deepen the rift between the Muslim Brotherhood factions. Younger members feel that they are being ignored and treated as cannon fodder in their leaders\u2019 battle with the Egyptian state.<\/span><\/p>\n
