Photo: Joel Carrett<\/em><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\"><strong>Terrorism pays.<\/strong> That is the message Australia\u2019s government is sending by considering recognizing a Palestinian state in the wake of Hamas\u2019 October 7 attack, something Foreign Minister Penny Wong\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.foreignminister.gov.au\/minister\/penny-wong\/speech\/speech-anu-national-security-college-securing-our-future\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.foreignminister.gov.au\/minister\/penny-wong\/speech\/speech-anu-national-security-college-securing-our-future&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw220GZoE5hxCsYj2oMnjt8d\">recognized<\/a>\u00a0as, \u201cThe greatest loss of Jewish life in a single day since the Holocaust.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">The previous Australian government was exceptionally\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jpost.com\/international\/article-707378\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.jpost.com\/international\/article-707378&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw0MLmEWRoxwf-huOHEvCfGW\">pro-Israel<\/a>. That government recognized the western portion of Jerusalem, an area that would remain under Israeli control in any conceivable peace deal, as Israel\u2019s capital, proscribed Hezbollah as a terrorist group in its entirety, and adopted the world\u2019s\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.washingtonexaminer.com\/opinion\/677467\/to-fight-anti-semitism-the-un-must-first-define-it\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.washingtonexaminer.com\/opinion\/677467\/to-fight-anti-semitism-the-un-must-first-define-it\/&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw1bBxXgv5UvsXMver5gSN7V\">leading definition of antisemitism<\/a>, which includes examples of how anti-Israel activism bleeds into antisemitism.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">But Prime Minister Anthony Albanese \u2014 a founding\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.timesofisrael.com\/australias-new-deputy-pm-a-supporter-of-palestinians\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.timesofisrael.com\/australias-new-deputy-pm-a-supporter-of-palestinians\/&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw3ATADuCMIzAk6C-VN-zWfL\">member<\/a>\u00a0of Australia\u2019s Parliamentary Friends of Palestine group \u2014 has charted a different path since taking office in 2022. He\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/10\/18\/australia-jerusalem-recognition-israel\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.washingtonpost.com\/world\/2022\/10\/18\/australia-jerusalem-recognition-israel\/&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw0yQW22Jb4PkUgwVIz2sG2R\">overturned<\/a>\u00a0his country\u2019s decision to recognize western Jerusalem as Israel\u2019s capital. Albanese\u2019s government also\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.australianjewishnews.com\/unrwa-to-receive-20-million\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.australianjewishnews.com\/unrwa-to-receive-20-million\/&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw16CQ9WJigTH9FROc37KS-U\">doubled<\/a>\u00a0funding to UNRWA, the Palestinian welfare agency that has since been\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.fdd.org\/analysis\/op_eds\/2024\/02\/07\/close-down-unrwa\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.fdd.org\/analysis\/op_eds\/2024\/02\/07\/close-down-unrwa\/&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw0BgzKqdOL2JTzZC1E0IcXc\">implicated<\/a>\u00a0in aiding and allowing Hamas\u2019 military preparations for the October 7 massacre.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Furthermore, in August 2023, Albanese\u2019s administration\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2023\/08\/23\/australian-government-bows-to-far-left-pressure-on-israel\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.algemeiner.com\/2023\/08\/23\/australian-government-bows-to-far-left-pressure-on-israel\/&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw0pzsmL82wTX38ygkUQK-zN\">upended<\/a>\u00a0nearly a decade of precedent by referring to the West Bank, eastern Jerusalem, and Gaza as \u201coccupied Palestinian territories\u201d rather than \u201cdisputed\u201d lands. In 2014, Australia\u2019s attorney general\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.theguardian.com\/world\/2014\/jun\/05\/australia-drops-occupied-israeli-settlements\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.theguardian.com\/world\/2014\/jun\/05\/australia-drops-occupied-israeli-settlements&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw0c5UmsXanA5rpFQngddo4r\">said<\/a>\u00a0his government would stop using the term \u201coccupied\u201d because it was unhelpful to \u201cdescribe areas of negotiation in such judgmental language.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Wong continued her government\u2019s worrisome trajectory in an April 9 speech,\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.timesofisrael.com\/australian-fm-says-canberra-to-consider-recognizing-palestinian-state\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.timesofisrael.com\/australian-fm-says-canberra-to-consider-recognizing-palestinian-state\/&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw3-hlv6dccA4ey1CxnWUGdi\">promoting<\/a>\u00a0the recognition of a Palestinian state. Wong billed this as a way to advance Israeli security. She anticipated the criticism of this approach: \u201cThere are always those who claim recognition is rewarding an enemy. This is wrong.\u201d But her approach clearly rewards Hamas.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">A key pillar of Wong\u2019s misguided approach is the idea that \u201cthere is no role for Hamas in a future Palestinian state.\u201d This is unusually optimistic at best, and delusional at worst. Of course, Hamas, the ruthless terrorist group that uses Palestinians as human shields should be excluded from governance. But Hamas\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.theguardian.com\/world\/2006\/jan\/26\/israel1\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.theguardian.com\/world\/2006\/jan\/26\/israel1&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw3vNBfREDZ-YkLZ70z5eZcP\">won<\/a>\u00a0the most recent parliamentary elections in 2006. Current\u00a0<a style=\"color: #000080;\" href=\"https:\/\/pcpsr.org\/en\/node\/963\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/pcpsr.org\/en\/node\/963&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw2vklYx2G2eoai73Xmsz_U2\">polling<\/a>\u00a0shows that Hamas is the most popular Palestinian group. If Hamas survives its war with Israel (which it will if Australia gets its way and a ceasefire is implemented now), no one will be able to stop it from having a leading or even dominant role in a Palestinian state.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Wong\u2019s approach also rewards Hamas for torpedoing efforts to improve ties between Israel and its Arab neighbors. Wong said, \u201cthe normalisation agenda that was being pursued before October 7 cannot proceed without progress on Palestinian statehood.\u201d In other words, Canberra wants to give Palestinians the ability to veto additional Arab states making peace with Israel and recognizing it diplomatically. And for as long as Hamas exists, that means giving Hamas a share of the veto and a majority of the credit for it.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Relatedly, pushing for Palestinian statehood now would show that Hamas\u2019 \u201cresistance\u201d strategy has worked, while the Palestinian Authority\u2019s nominal commitment to engaging with Israel has failed. This would give the terrorist group invaluable political ammunition in its struggle with Palestinian rivals. Two recent examples of Israeli-Palestinian history make this point abundantly clear.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">The popularization of a two-state solution to the Israeli-Palestinian conflict was the result of the First Intifada, a violent assault against Israel that began in late 1987. The Madrid Conference of 1991 and the Oslo Accords of 1993 and 1995 convinced many Palestinians of the effectiveness of violence as a method of extracting concessions from Israel. The desire to extract further concessions from Israel might have factored into Palestinian President Yasser Arafat\u2019s decision to walk away from the Camp David Summit in 2000, where the Israelis offered to recognize a Palestinian state in the West Bank and Gaza. Instead, Arafat\u00a0<a style=\"color: #000080;\" href=\"https:\/\/jcpa.org\/article\/the-palestinian-authoritys-responsibility-for-the-outbreak-of-the-second-intifada-its-own-damning-testimony\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/jcpa.org\/article\/the-palestinian-authoritys-responsibility-for-the-outbreak-of-the-second-intifada-its-own-damning-testimony\/&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw1R4lR-3LFkHnULeGUdEKWl\">launched<\/a>\u00a0the Second Intifada, which was far bloodier than the first. During and after the Second Intifada, increasingly generous peace offers to the Palestinians \u2014 which the Palestinians rejected or ignored \u2014 only reinforced the idea that violence is a winning strategy.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Another concession to the Palestinians also aided Hamas\u2019 rise to power. In 2005, Israeli Prime Minister Ariel Sharon executed the Disengagement Plan to remove all Israelis from Gaza. Hamas\u2019 electoral victory the following year reflected the group\u2019s increased popularity following disengagement. In fact, Hamas was able to capitalize on the perception that its attacks on Israelis forced the Jewish State to vacate Gaza.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Australia\u2019s government is poised to fall into the trap of rewarding Palestinian violence. If Canberra truly believes that Hamas has no role in a future Palestinian state, it should assist Israel\u2019s efforts to eliminate the terrorist group running Gaza. Once that is complete, recognition of Palestinian statehood, via direct Israeli-Palestinian negotiations, would help Palestinians. Until then, premature recognition of a Palestinian state would be a boon to Hamas.<\/span><\/p>\n<hr \/>\n<p style=\"text-align: left;\"><span style=\"color: #808080;\"><strong><a style=\"color: #808080;\" href=\"https:\/\/www.fdd.org\/team\/david-may\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.fdd.org\/team\/david-may\/&amp;source=gmail&amp;ust=1713322104248000&amp;usg=AOvVaw0bwKV2IRUHYzwFtRH9ed5M\"><em>David May<\/em><\/a><\/strong><em>\u00a0is a research manager and senior research analyst at the Foundation for Defense of Democracies (FDD), a Washington, DC-based, nonpartisan research institute focusing on national security and foreign policy.
