Photo by Emad Nassar\/Flash90.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">Palestinian Authority and Hamas representatives have left Egypt without signing an expected agreement on joint management of the Gaza Strip after the war with Israel, multiple sources reported on Tuesday night.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">Earlier on Tuesday, negotiators from both sides told\u00a0<em>AFP<\/em>\u00a0that Hamas and the P.A.\u2019s ruling Fatah Party were close to creating a committee of up to 15 \u201cnonpartisan\u201d Palestinians who would administer the enclave. The officials claimed the plan would follow a truce deal with Jerusalem.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">The draft agreement, a copy of which\u00a0was seen\u00a0by the press agency, states that the committee would administer the Gaza side of the Rafah Crossing with Egypt.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">However, senior P.A. official Jibril Rajoub was quoted as telling reporters in Ramallah on Tuesday that he did not favor any agreement to create separate political systems in the Gaza Strip, Judea and Samaria.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">\u201cWhat committee is this? It is wrong to even discuss this issue,\u201d said Rajoub. \u201cWe want one government, one security apparatus and one unified policy. Any discussion or effort outside of this framework is a mistake.\u201d<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">Meanwhile, a Palestinian source familiar with the talks told\u00a0<em>Sky News Arabia<\/em>\u00a0on\u00a0Tuesday evening that \u201cthere are still obstacles to signing the agreement, including the \u2018security file\u2019 and the crossings of Gaza.\u201d<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">The source claimed that Hamas is trying to ensure that members of both its civil and military apparatus would continue to receive salaries after the P.A.-led committee assumed control of the coastal enclave.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">The delegations, led by\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/hamas-leadership-welcomed-by-multiple-countries-including-malaysia\/\">Turkey<\/a>-based Hamas official\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/secret-documents-reveal-iran-hezbollah-knew-of-oct-7-plan\/\">Khalil al-Hayya<\/a>\u00a0and Fatah Central Committee member\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/palestinians-meet-with-hezbollah-terror-leader-to-spark-third-intifada\/\">Azzam al-Ahmad<\/a>, reportedly left to formulate their responses to the Egyptian draft.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">An Egyptian source had previously claimed that\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/fatah-hamas-terrorists-talk-reconciliation-in-cairo\/\">Hamas<\/a>\u00a0was willing to accept that it would not be the sole ruler in Gaza, in light of Cairo\u2019s demand that P.A. control be restored to advance a possible two-state solution.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">On Sept. 25, P.A. Prime Minister\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/palestinian-authority-hamas-to-discuss-gaza-unity-government-in-cairo\/\">Mohammad Mustafa<\/a>\u00a0announced that Fatah had\u00a0agreed\u00a0to sit down with Hamas in Egypt. Mustafa said the discussion would focus on forging initial deals \u201cto arrange the situation\u201d in Gaza. He expressed his \u201creadiness to administer the Gaza Strip the day after the war without excluding anyone,\u201d\u00a0local media reported.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">In July, Hamas and Fatah announced a\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/hamas-agrees-to-unity-deal-with-abbass-fatah-faction\/\">unity deal<\/a>\u00a0following talks in Beijing. The declaration\u00a0was approved\u00a0by 14 terrorist factions that took part in negotiations hosted by Wang Yi, the Chinese foreign minister.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">\u201cToday, we sign an agreement,\u00a0and\u00a0we\u00a0say that the path to completing this journey is national unity,\u201d\u00a0Hamas official Musa Abu Marzouk said\u00a0at the time.\u00a0\u201cWe are committed to national unity,\u00a0and\u00a0we\u00a0call for it.\u201d<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">The U.S. State Department, which has been pushing for P.A. control over the Strip after the war, has rejected a\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/us-opposes-hamas-fatah-agreement-no-role-for-terrorists\/\">government<\/a>\u00a0that includes Hamas.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">\u201cHamas has long been a terrorist organization. They have the blood of innocent civilians\u2014both Israeli and Palestinian\u2014on their hands,\u201d State Department Spokesman Matthew Miller told reporters in Washington in July.\u00a0\u201cThere\u00a0can\u2019t be a role for a terrorist organization.\u201d<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">Secretary of State Antony Blinken has insisted that an\u00a0\u201ceffective and revitalized\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/amid-us-pressure-pa-announces-administrative-reforms\/\">Palestinian Authority<\/a>\u201d\u00a0should govern Gaza\u2014a move that Israel rejects because\u00a0of\u00a0Ramallah\u2019s\u00a0overt support for\u00a0terrorism.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">Jerusalem vehemently rejects Hamas and P.A. rule over the Strip, with Israeli Prime Minister\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/idf-may-administer-gaza-for-up-to-a-year-after-war\/\">Benjamin Netanyahu<\/a>\u00a0favoring a transfer of control to local bodies not considered hostile to the Jewish state.<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">Netanyahu said during an interview that aired on May 9 that Israel is seeking to establish a rule \u201cby Gazans who are not committed to our destruction, possibly with the aid of the United Arab Emirates, Saudi Arabia and other countries that I think want to see stability and peace.\u201d<\/span><\/p>\n<p class=\"wp-block-paragraph\" style=\"text-align: left;\"><span style=\"color: #000080;\">According to recent polls of Palestinian public opinion, 89% of Palestinians support establishing a government that includes or is led by\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.jns.org\/three-in-four-palestinians-support-hamass-massacre\/\">Hamas<\/a>.
