Photo: REUTERS\/Evgenia Novozhenina\/Pool<\/em><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Russian President Vladimir Putin on Monday signed a law officially ratifying a\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/01\/17\/iran-russia-sign-strategic-cooperation-treaty-deepen-defense-ties-with-20-year-pact\/\" target=\"_blank\" rel=\"noopener noreferrer\">20-year strategic partnership agreement with Iran<\/a>, further strengthening military ties between the two countries.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Signed off by Putin and Iranian President Masoud Pezeshkian in January, the Strategic Cooperation Treaty\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/03\/12\/irans-growing-military-ties-china-russia-present-danger-us-israeli-security-experts-warn\/\" target=\"_blank\" rel=\"noopener noreferrer\">will boost collaboration between Moscow and Tehran<\/a>\u00a0in areas such as security services, military drills, warship port visits, and joint officer training.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">According to Russian and Iranian officials, the treaty is a response to the increasing geopolitical pressure from the West. Iran\u2019s growing ties with Russia come at a time when\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/04\/16\/us-issues-new-sanctions-targeting-chinese-importers-iranian-oil\/\" target=\"_blank\" rel=\"noopener noreferrer\">Tehran is facing mounting sanctions by the United States<\/a>, particularly on its oil industry.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Iran\u2019s Ambassador to Russia, Kazem Jalali, said the agreement \u201cstands as one of the most significant achievements in Tehran-Moscow relations.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">\u201cOne of the most important commonalities between the two countries is the deep wounds inflicted by\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/03\/14\/iran-china-russia-call-end-unlawful-sanctions-amid-tensions-us-tehrans-nuclear-program\/\" target=\"_blank\" rel=\"noopener noreferrer\">the West\u2019s unrestrained unilateralism<\/a>, which underscores the necessity for broader cooperation in the future,\u201d Jalali told Iranian state media last week.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Iranian Foreign Minister Abbas Araghchi also praised the agreement, saying that Iran and Russia \u201care strategic partners and will continue to be so in pursuit of shared interests and for the good of the two nations and the world.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">\u201cWe are at the\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/04\/17\/irans-top-diplomat-meets-russian-officials-supreme-leader-sends-letter-putin-ahead-talks-us\/\" target=\"_blank\" rel=\"noopener noreferrer\">apex of collaboration with Russia<\/a>\u00a0in the history of our 500-year-old relationship,\u201d Araghchi wrote in a post on X.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">\u201cThis does not mean that the two countries recognize the legitimacy of the sanctions, but they have designed their economic cooperation in such a way that even in the presence of sanctions, they can achieve desirable results,\u201d the top Iranian diplomat continued, apparently referring to US economic pressure on both countries.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">The cooperation treaty was approved by the State Duma \u2013 the lower house of Russia\u2019s parliament \u2013 earlier this month and passed by the Federation Council \u2013 Russia\u2019s upper house of parliament \u2013 last week, with the presidential signature remaining as the final step.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Under the agreement, neither country will permit its territory to be used for actions that pose a threat to the other, nor will they provide assistance to any aggressor targeting either nation. However, this pact does not include a mutual defense clause of the kind included in a treaty between Russia and North Korea.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">The agreement also enhances cooperation in arms control, counterterrorism,\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/03\/21\/russia-defends-irans-right-nuclear-program-ahead-us-israel-talks\/\" target=\"_blank\" rel=\"noopener noreferrer\">peaceful nuclear energy<\/a>, and security coordination at both regional and global levels.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">As Russia strengthens its growing partnership with the Iranian regime, Moscow\u2019s diplomatic role in the ongoing US-Iran nuclear talks could be significant in facilitating a potential agreement between the two adversaries.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Indeed, Russia, an increasingly close partner of Iran, could play a crucial\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/04\/19\/omans-sultan-to-meet-putin-in-moscow-after-iran-us-talks\/\" target=\"_blank\" rel=\"noopener noreferrer\">role in Tehran\u2019s nuclear negotiations<\/a>\u00a0with the West, leveraging its position as a veto-wielding member of the UN Security Council and a signatory to a now-defunct 2015 nuclear deal that imposed limits on the Iranian nuclear program in exchange for sanctions relief.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Tehran and Washington are set to have a third round of nuclear talks in Oman this weekend.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">After Saturday\u2019s second round of nuclear negotiations in Rome, Araghchi announced that an\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/04\/19\/iran-us-task-experts-to-design-framework-for-a-nuclear-deal-tehran-says\/\" target=\"_blank\" rel=\"noopener noreferrer\">expert-level track would begin in the coming days<\/a>\u00a0to finalize the details of a potential agreement.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">\u201cRelatively positive atmosphere in Rome has enabled progress on principles and objectives of a possible deal,\u201d Araghchi wrote in a post on X. \u201cFor now, optimism may be warranted but only with a great deal of caution.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">According to a\u00a0<em>Guardian<\/em>\u00a0report, Russia could be considered a potential destination for Iran\u2019s stockpile of highly enriched uranium and a possible mediator in any future nuclear deal, particularly in the event of breaches to the agreement.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">This option would allow Russia to \u201creturn the handed-over stockpile of highly enriched uranium to Tehran\u201d if Washington were to violate the deal, ensuring that Iran would not be penalized for American non-compliance.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Some experts and lawmakers in the US have expressed concern that a deal could allow Iran to maintain a vast nuclear program while enjoying the benefits of sanctions relief. However, US President Donald Trump\u2019s special envoy\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/04\/22\/russia-ratifies-strategic-partnership-iran-strengthening-military-ties\/must%20stop%20and%20eliminate%20its%20nuclear%20enrichment%20and%20weaponization%20program\" target=\"_blank\" rel=\"noopener noreferrer\">Steve Witkoff recently said that Iran<\/a>\u00a0\u201cmust stop and eliminate its nuclear enrichment and weaponization program.\u201d The comment came after Witkoff received criticism for suggesting the Islamic Republic would be allowed to maintain its nuclear program in a limited capacity.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Several Western countries have said Iran\u2019s nuclear program is designed for the ultimate goal of building nuclear weapons.
