Iran has been implicated in multiple deadly attacks against American troops in Lebanon, killing hundreds of U.S. diplomats and military personnel, all carried out by Hezbollah under Tehran&#8217;s guidance.<\/strong><\/li>\n<li><strong>The Iranian regime also had a role in the September 11, 2001 attacks on the US. In 2018, a U.S. federal court ruling determined that Iran provided material support to Al-Qaeda in the period leading up to and following the 9\/11 attacks, resulting in a multibillion-dollar judgment for the families of the victims.<\/strong><\/li>\n<li><strong>[I]t is difficult to understand why some international actors have advocated for engagement, negotiation or sanctions relief with Iran. Australia made the unprecedented decision to&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/aug\/28\/iran-ambassador-ahmad-sadeghi-leaves-australia-airport\" target=\"_blank\" rel=\"noopener\">expel<\/a>&nbsp;the Iranian ambassador, Ahmad Sadeghi, the first such diplomatic action in the country since World War II.<\/span><\/p>\n<p><span style=\"color: #000080;\">This unexpectedly welcome action came after the Australian Security Intelligence Organisation&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/australia-blames-iran-antisemitic-arson-attacks-expels-envoy-2025-08-26\/\" target=\"_blank\" rel=\"noopener\">uncovered<\/a>&nbsp;that Iran&#8217;s Islamic Revolutionary Guard Corps (IRGC) had orchestrated a series of antisemitic attacks on Australian soil. The attacks&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/australia-blames-iran-antisemitic-arson-attacks-expels-envoy-2025-08-26\/\" target=\"_blank\" rel=\"noopener\">targeted<\/a>&nbsp;a kosher restaurant in Sydney and a synagogue in Melbourne, causing significant property damage and sowing fear within the Jewish community, although fortunately nobody was killed in the attacks. Investigations&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.npr.org\/2025\/08\/26\/nx-s1-5517826\/australia-iran-antisemitic-attacks-expels-ambassador#:~:text=Australia%20says%20Iran%20helped%20escalate,of%20those%2C%22%20Burgess%20said.\" target=\"_blank\" rel=\"noopener\">revealed<\/a>&nbsp;that the IRGC had employed intermediaries in Australia, including organized crime networks, to carry out these attacks, demonstrating the regime&#8217;s continuing reliance on proxies to pursue its hostile objectives abroad.<\/span><\/p>\n<p><span style=\"color: #000080;\">Despite Iran&#8217;s official&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/aug\/28\/iran-ambassador-ahmad-sadeghi-leaves-australia-airport\" target=\"_blank\" rel=\"noopener\">denial<\/a>&nbsp;of these allegations &#8212; calling them as baseless and a conspiracy to undermine Iran-Australia relations &#8212; the Australian government stood firm, emphasizing that such acts of terrorism and antisemitism could not be tolerated. Prime Minister Anthony Albanese, further solidifying Australia&#8217;s stance,&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.youtube.com\/watch?v=_0RLeJ6xT5o\" target=\"_blank\" rel=\"noopener\">signaled<\/a>&nbsp;plans to designate the IRGC as a terrorist organization. This move underscores the necessity of a proactive and uncompromising approach to dealing with a regime that consistently operates through violence and intimidation, setting a clear contrast to the more cautious diplomatic engagements often observed from the European Union and the West.<\/span><\/p>\n<p><span style=\"color: #000080;\">The attacks in Australia are just part of a broader pattern of antisemitism and bellicosity from the Iranian regime against Jewish communities across the world. Iran&#8217;s belligerency toward Jewish communities extended far beyond its borders. For decades, Iran, using terror and intimidation to advance its ideological agenda. Iran has systematically&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/12\/argentina-iran-1994-amia-bombing\" target=\"_blank\" rel=\"noopener\">targeted<\/a>&nbsp;Jewish institutions and individuals in multiple countries. The 1994&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/12\/argentina-iran-1994-amia-bombing\" target=\"_blank\" rel=\"noopener\">bombing<\/a>&nbsp;of the AMIA Jewish community center in Buenos Aires, killed 85 people. Investigations revealed that Iran directed this attack in coordination with Hezbollah operatives, who carried out the bombing under Tehran&#8217;s supervision. In 2024, Argentine courts, labeling Iran a terrorist state,&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.theguardian.com\/world\/2024\/apr\/12\/argentina-iran-1994-amia-bombing\" target=\"_blank\" rel=\"noopener\">reaffirmed<\/a>&nbsp;its culpability for the 1994 terror attack.<\/span><\/p>\n<p><span style=\"color: #000080;\">Iran&#8217;s predations not limited just to antisemitism; they extend broadly to global terrorism They have targeted Americans and other Westerners in foreign countries, from the 1980s onward. Iran has been&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.cfr.org\/backgrounder\/what-hezbollah#:~:text=United%20Nations.-,1983:%20In%20April%2C%20Beirut's%20U.S.%20embassy%20is%20bombed%2C,except%20for%20Hezbollah%20to%20disarm.\" target=\"_blank\" rel=\"noopener\">implicated<\/a>&nbsp;in multiple deadly attacks against American troops in Lebanon,&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.congress.gov\/event\/115th-congress\/house-event\/108155\/text\" target=\"_blank\" rel=\"noopener\">killing<\/a>&nbsp;hundreds of U.S. diplomats and military personnel, all carried out by Hezbollah under Tehran&#8217;s guidance.<\/span><\/p>\n<p><span style=\"color: #000080;\">The Iranian regime also had a&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.aljazeera.com\/news\/2018\/5\/1\/us-judge-iran-must-pay-6bn-to-victims-of-9-11\" target=\"_blank\" rel=\"noopener\">role<\/a>&nbsp;in the September 11, 2001 attacks on the US. In 2018, a U.S. federal court ruling&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/abcnews.go.com\/International\/iran-ordered-pay-billions-relatives-911-victims\/story?id=54862664#:~:text=%E2%80%9CIn%20December%202011%2C%20a%20New,that%20case%20later%20this%20month.\" target=\"_blank\" rel=\"noopener\">determined<\/a>&nbsp;that Iran provided material support to Al-Qaeda in the period leading up to and following the 9\/11 attacks,&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/abcnews.go.com\/International\/iran-ordered-pay-billions-relatives-911-victims\/story?id=54862664#:~:text=%E2%80%9CIn%20December%202011%2C%20a%20New,that%20case%20later%20this%20month.\" target=\"_blank\" rel=\"noopener\">resulting<\/a>&nbsp;in a multibillion-dollar judgment for the families of the victims.<\/span><\/p>\n<p><span style=\"color: #000080;\">Iran regularly uses violent tactics abroad to advance its strategic goals, leveraging proxy organizations, so that Iran can maintain plausible deniability.<\/span><\/p>\n<p><span style=\"color: #000080;\">The regime has also&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/freedomhouse.org\/report\/transnational-repression\/iran\" target=\"_blank\" rel=\"noopener\">targeted<\/a>&nbsp;exiled Iranian dissidents in countries such as Iraq and Turkey, and has&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/freedomhouse.org\/report\/transnational-repression\/iran\" target=\"_blank\" rel=\"noopener\">abducted and assassinated<\/a>&nbsp;individuals who oppose it.<\/span><\/p>\n<p><span style=\"color: #000080;\">The regime actively&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.bbc.com\/news\/world-europe-55931633#:~:text=Nasimeh%20Naami%20and%20Amir%20Saadouni,of%2015%20to%2018%20years.\" target=\"_blank\" rel=\"noopener\">plots<\/a>&nbsp;terrorist attacks abroad, often&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.bbc.com\/news\/world-europe-55931633#:~:text=Nasimeh%20Naami%20and%20Amir%20Saadouni,of%2015%20to%2018%20years.\" target=\"_blank\" rel=\"noopener\">leveraging<\/a>&nbsp;its diplomatic missions as hubs for coordination with proxy groups and intelligence gathering.<\/span><\/p>\n<p><span style=\"color: #000080;\">Domestically, Iran&#8217;s record is equally troubling. The regime routinely&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.hrw.org\/world-report\/2025\/country-chapters\/iran#:~:text=Human%20Rights%20Watch%20documented%20the,coerce%20them%20into%20making%20confessions.\" target=\"_blank\" rel=\"noopener\">suppresses<\/a>&nbsp;its own citizens through brutal measures, which include arbitrary detention, torture and executions, and demonstrates a savage disregard for civil liberties and human life. Human rights organizations have&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.hrw.org\/world-report\/2025\/country-chapters\/iran\" target=\"_blank\" rel=\"noopener\">documented<\/a>&nbsp;instances where even minors have been subjected to violent repression, including&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.amnesty.org.uk\/iran-juvenile-offenders-death-row-execution\" target=\"_blank\" rel=\"noopener\">hanging children<\/a>&nbsp;as young as nine (more atrocities&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/iranhr.net\/en\/articles\/6618\/\" target=\"_blank\" rel=\"noopener\">here<\/a>,&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.theguardian.com\/artanddesign\/gallery\/2016\/jan\/08\/inside-iran-jail-where-children-face-execution-in-pictures\" target=\"_blank\" rel=\"noopener\">here<\/a>&nbsp;and&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.rferl.org\/a\/un-expert-iran-executes-minors-in-violation-of-rights-law\/30233836.html\" target=\"_blank\" rel=\"noopener\">here<\/a>).<\/span><\/p>\n<p><span style=\"color: #000080;\">This dual approach \u2014 external aggression coupled with domestic repression \u2014 demonstrates a regime that thrives on intimidation, using both overt and covert operations to project power and maintain its authoritarian grip, leaving the international community exposed to its persistent threat.<\/span><\/p>\n<p><span style=\"color: #000080;\">Given Iran&#8217;s long, documented history of antisemitism, terrorism and domestic repression, it is difficult to understand why some international actors have&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.peaceaction.org\/what-we-do\/campaigns\/iran\/\" target=\"_blank\" rel=\"noopener\">advocated<\/a>&nbsp;for engagement, negotiation or sanctions relief with Iran. Diplomatic overtures and economic incentives have not only failed to curb the regime&#8217;s aggressive behavior; they have emboldened it.<\/span><\/p>\n<p><span style=\"color: #000080;\">Australia&#8217;s unequivocal response to Iranian terrorism is instructive. By expelling Iran&#8217;s ambassador, severing diplomatic ties, and moving toward formally designating the IRGC as a terrorist organization, Australia has set a precedent that European nations and other members of the international community would do well to follow.<\/span><\/p>\n<p><span style=\"color: #000080;\">Closing Iranian embassies and consulates, expelling diplomats, and halting trade with Iran &#8212; and especially secondary sanctions: banning trade with countries that trade with Iran &#8212; would disrupt its operations, curb its influence, and send a message that the regime&#8217;s pattern of aggression and antisemitism will not be tolerated.<\/span><\/p>\n<p><span style=\"color: #000080;\">The Israeli and American airstrikes on Iran&#8217;s nuclear weapons sites, and now Australia&#8217;s decisive new stance, demonstrate the path forward: a refusal to tolerate terror by a regime that has brought nothing but suffering and instability, both inside Iran and across the globe.<\/span><\/p>\n<hr>\n<p style=\"text-align: left;\"><span style=\"color: #808080;\"><i><strong>Dr. Majid Rafizadeh,<\/strong> is a political scientist, Harvard-educated analyst, and board member of Harvard International Review.
