Photo: REUTERS\/Kevin Lamarque<\/em><\/span><\/p>\n<p><span style=\"color: #000080;\">Israelis were divided after US President Donald Trump declared on Thursday that he would\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/09\/25\/time-stop-trump-vows-israel-will-not-annex-west-bank\/\" target=\"_blank\" rel=\"noopener\">not allow annexation<\/a>\u00a0of the West Bank, with some warning that blocking sovereignty could endanger national security and even risk another attack similar to the Hamas-led Oct. 7, 2023, invasion, while others argued the decision spared the country a costly international confrontation.<\/span><\/p>\n<p><span style=\"color: #000080;\">But legal scholar Eugene Kontorovich told\u00a0<i>The Algemeiner<\/i>\u00a0that Trump\u2019s wording was being misunderstood, and that his remarks may still leave space for Israel to extend partial sovereignty in the West Bank, part of the ancestral Jewish homeland where\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/06\/11\/palestinian-authoritys-terror-support-lack-credibility-undermine-un-conference-statehood-experts-warn\/\" target=\"_blank\" rel=\"noopener\">the Palestinian Authority (PA)<\/a>\u00a0exercises limited self-governance.<\/span><\/p>\n<p><span style=\"color: #000080;\">Right-wing lawmakers, many of whom entered Israeli Prime Minister Benjamin Netanyahu\u2019s coalition on promises of sovereignty, condemned Trump\u2019s remarks as outside interference and urged Netanyahu to press ahead regardless.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cIsrael is a sovereign state. No international actor, even a great beloved friend, can dictate to us how to treat our land,\u201d Likud MK Dan Illouz said.<\/span><\/p>\n<p><span style=\"color: #000080;\">Zvi Sukkot of the Religious Zionism party argued that sovereignty \u201cdoes not depend on any external factor, however friendly.\u201d Another unnamed senior official went further, telling\u00a0<a style=\"color: #000080;\" href=\"https:\/\/news.walla.co.il\/item\/3783274\" target=\"_blank\" rel=\"noopener\">Hebrew media<\/a>\u00a0that Trump\u2019s remarks amounted to \u201ca real terror attack.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Trump told reporters in the Oval Office on Thursday that he had also vetoed the idea of annexation in a closed-door conversation with Netanyahu.\u00a0<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cI will not allow Israel to annex the West Bank. It\u2019s not going to happen,\u201d he said. \u201cThere\u2019s been enough. It\u2019s time to stop now.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Kontorovich, who has long argued that the debate is being mischaracterized, noted that the term \u201cannexation\u201d itself is misleading.\u00a0<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cAnnexation implies taking territory that isn\u2019t yours,\u201d he told\u00a0<i>The Algemeiner.<\/i>\u00a0\u201cWhat Israel has discussed is applying its civil law to parts of Area C in the West Bank that are already under Israeli jurisdiction. The Israeli government has made it clear it is not talking about diminishing the territory governed by the Palestinian Authority.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Area C is the portion of the West Bank where Israel assumed full civilian and military control after the Oslo Accords, an agreement between Israeli and Palestinian authorities, three decades ago.<\/span><\/p>\n<p><span style=\"color: #000080;\">Trump\u2019s comments on Thursday, Kontorovich argued, were not necessarily incompatible with Israeli mainstream positions.\u00a0<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cThe most literal understanding of Trump\u2019s remarks is that he doesn\u2019t want Israel to take over the entire West Bank. Since nobody is talking about that, it leaves room for other possibilities,\u201d Kontorovich said.<\/span><\/p>\n<p><span style=\"color: #000080;\">Kontorovich suggested that applying Israeli law to major settlement blocs would be \u201ca meaningful way to push back on the extremely harmful and dangerous\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/09\/18\/jewish-leaders-uk-canada-australia-urge-governments-reconsider-palestinian-state-recognition\/\" target=\"_blank\" rel=\"noopener\">British and French diplomatic efforts\u201d to recognize a Palestinian state<\/a>, while also improving Israel\u2019s security \u201cin a way that will redound to American benefit.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Former Israeli Ambassador to Washington Michael Oren struck a more cautious note in comments to\u00a0<i>The Algemeiner,\u00a0<\/i>noting that Trump had \u201clong opposed annexation of all or part\u201d of the West Bank, but added that \u201cannexation would be a justifiable response to the Palestinian Authority\u2019s violation of its commitment under the Oslo Accords not to unilaterally change the status of the territories.\u201d He echoed Kontorovich\u2019s view that \u201cannexation can certainly help meet Israel\u2019s security needs.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">However, Oren warned that, \u201cincreasingly isolated internationally and facing serious threats of sanctions, Israel is extremely dependent on Trump\u2019s support. We must be careful not to jeopardize it.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Notably, both Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir, who have long promoted annexation and even branded 2025 as \u201cthe year of sovereignty,\u201d did not respond publicly to Trump\u2019s remarks. Days earlier, however, Smotrich echoed Illouz, saying, \u201cThe days when other nations decided our future are over.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Yossi Dagan, head of the Samaria Regional Council, argued that only formal sovereignty could prevent the emergence of a \u201cterrorist state\u201d in the West Bank.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201c[Netanyahu] must tell Trump: We will not allow another Oct. 7 \u2014 I am applying sovereignty,\u201d he said prior to Trump\u2019s comments.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"color: #000080;\">Kontorovich, who is a senior research fellow at the Washington DC-based Heritage Foundation, also emphasized deterrence.\u00a0<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cRight now, Palestinian terrorists\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/08\/13\/hamas-continues-praise-western-countries-recognizing-palestinian-state\/\" target=\"_blank\" rel=\"noopener\">think that committing an Oct. 7 attack is a net winner<\/a>. To discourage that, you need to create a disincentive, and an Israeli application of sovereignty to parts of the West Bank is a way of doing that,\u201d he said.\u00a0<\/span><\/p>\n<p><span style=\"color: #000080;\">Some voices on the political right offered a different take.\u00a0<em>Israel Hayom<\/em>\u00a0columnist Ariel Kahana wrote that Trump \u201csaved Israel from itself,\u201d arguing that such a move at this point could trigger severe diplomatic and economic consequences. He added that Trump\u2019s decision now gives Netanyahu a \u201ccrushing answer\u201d to coalition partners who keep pressing for sovereignty.\u00a0<\/span><\/p>\n<p><span style=\"color: #000080;\">Kahana faulted the settlement movement for not offering a trade of shelving sovereignty in exchange for France \u2013 which led European nations in recognizing a Palestinian state at the UN \u2014 dropping its recognition of \u201cPalestine,\u201d saying Israel is now left with the worst of both outcomes: recognition of a Palestinian state abroad and no sovereignty at home.<\/span><\/p>\n<p><span style=\"color: #000080;\">Both Trump and Netanyahu lambasted the decision by a handful of Western countries \u2014 including France, the UK, Canada, and Australia \u2014 to officially recognize a Palestinian state, describing the move as a reward for Hamas\u2019s terrorism and an invitation for Palestinians to continue waging war against Israel. Neither leader addressed the issue of potential West Bank annexation during their addresses to the United Nations General Assembly in New York this week.<\/span><\/p>\n<p><span style=\"color: #000080;\">After his meeting with Trump on the sidelines of the UN General Assembly, during which\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/09\/22\/french-towns-raise-palestinian-flags-jewish-groups-across-west-decry-premature-palestine-recognition\/\" target=\"_blank\" rel=\"noopener\">he declared recognition of a Palestinian state<\/a>, French President Emmanuel Macron told France24 that when it came to the West Bank \u201cthe Europeans and the Americans are on the same page,\u201d adding that \u201cannexation was a red line for the US.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Macron further warned that annexation would carry \u201cgrave consequences\u201d for Israel and has made it clear that Paris sees a ban on sovereignty moves as essential to keeping the two-state option of resolving the Israeli-Palestinian conflict alive.<\/span><\/p>\n<p><span style=\"color: #000080;\"><em>Ynet<\/em>\u00a0analysts reached a\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.ynet.co.il\/news\/article\/sj60iqmneg\" target=\"_blank\" rel=\"noopener\">similar conclusion<\/a>\u00a0to Kahana, noting that Trump\u2019s declaration \u201cin some sense helps Netanyahu with his base and the extremists in his government,\u201d since it relieves him of rejecting coalition demands directly.<\/span><\/p>\n<p><span style=\"color: #000080;\">Emirati officials told Washington earlier this month that annexation would\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/09\/18\/uae-could-downgrade-wont-cut-diplomatic-ties-israel-annexes-west-bank-sources-say\/\" target=\"_blank\" rel=\"noopener\">inflict serious damage on the Abraham Accords<\/a>\u00a0and threaten the entire framework of Gulf-Israel ties. The UAE, which signed a normalization deal with Israel during Trump\u2019s first term, has consistently viewed annexation as a major violation of the bargains that underpinned that agreement.<\/span><\/p>\n<p><span style=\"color: #000080;\">Israeli journalist and commentator Yair Sherki stressed that this is precisely why Trump cannot allow annexation to proceed. Even if Netanyahu were prepared to risk the Abraham Accords for sovereignty, Sherki noted, Trump will not \u2014 because the accords are his own signature achievement in the region.<\/span><\/p>\n<p><span style=\"color: #000080;\">Sherki added that postponement of a sovereignty declaration until after Netanyahu meets Trump on the sidelines of the UN \u201csignals a fizzling out.
