Photo: REUTERS\/Ramadan Abed TPX IMAGES OF THE DAY<\/em><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">As Gaza\u2019s ceasefire holds uneasily, four Israel-backed militias fighting Hamas are moving to fill the power vacuum, pledging to cooperate with most international forces involved in rebuilding the enclave but vowing to resist&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/21\/qatar-turkeys-expanding-roles-gaza-could-strengthen-hamas-infrastructure-experts-warn\/\" target=\"_blank\" rel=\"noopener\">any presence from Qatar, Turkey, or Iran<\/a>,&nbsp;<i>The Algemeiner&nbsp;<\/i>has learned.&nbsp;<\/span><\/p>\n<p><span style=\"color: #000080;\">The militias, mainly in southern Gaza, are not part of US President Donald Trump\u2019s proposed plan for a technocratic administration in the enclave.&nbsp;<\/span><\/p>\n<p><span style=\"color: #000080;\">Based in Khan Younis, Hossam al-Astal, commander of the Counter Terrorism Strike Force, said his group and three allied militias had coordinated in recent weeks to secure areas vacated by Hamas, the terrorist group that until the latest with Israel had solely ruled Gaza since 2007, and were ready to take on civil and security responsibilities&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/13\/all-20-living-hostages-freed-back-home-israel-2-years-after-hamass-oct-7-attack\/\" target=\"_blank\" rel=\"noopener\">once reconstruction begins<\/a>.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cWe are capable of building [a] government in our areas,\u201d al-Astal said over a Zoom call on Wednesday, adding that his group already had the \u201chuman resources\u201d to do so.&nbsp;<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cWe are ready to cooperate with international forces and with others on the ground,\u201d he said. \u201cThe enemy of my enemy is my friend.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">But he went on to say that his clan would not accept any Muslim Brother-affiliated forces, citing Qatar, Turkey, and Iran. \u201cWe will view forces from those countries as hostile, and we will fight them just as we fight Hamas.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Hamas, the Palestinian branch of the Muslim Brotherhood\u2019s global Islamist network, has received&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/06\/09\/idf-discovers-docs-revealing-intimate-iran-hamas-qatar-partnership-against-israeli-palestinian-peace-report\/\" target=\"_blank\" rel=\"noopener\">military, financial, diplomatic, and political backing<\/a>&nbsp;for years from Qatar, Turkey, and Iran.<\/span><\/p>\n<p><span style=\"color: #000080;\">In the Trump-brokered ceasefire deal to end the war and release the hostages kidnapped from Israel by Hamas-led terrorists, Israeli forces pulled back to a notional demarcation called the \u201cyellow line,\u201d marking roughly half the Gaza Strip as under Israeli control. The Israel Defense Forces (IDF) has begun placing yellow concrete blocks and signposts every 200 meters to mark the boundary and issued orders that anyone crossing it may be fired on.&nbsp;<\/span><\/p>\n<p><span style=\"color: #000080;\">On Tuesday, IDF reservist Master Sgt. (res.) Yona Efraim Feldbaum was killed when Palestinian terrorists attacked troops near the southern city of Rafah. The IDF retaliated by striking dozens of terrorist targets, it said.&nbsp;<\/span><\/p>\n<p><span style=\"color: #000080;\">Some counter-terrorism experts have argued that the rise of local militias makes both the&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/18\/hamas-aims-to-keep-grip-on-gaza-security-and-cant-commit-to-disarm-senior-official-says\/\" target=\"_blank\" rel=\"noopener\">disarmament of Hamas<\/a>&nbsp;and the safe entry of reconstruction teams far more difficult.<\/span><\/p>\n<p><span style=\"color: #000080;\">Matthew Levitt, director of a counterterrorism program at the Washington Institute for Near East Policy, said in&nbsp;<em>Foreign Affairs<\/em>&nbsp;magazine that Hamas \u201cwill fight tooth and nail to maintain its political and military position in Gaza.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Trump\u2019s son-in-law and senior adviser Jared Kushner told reporters last week that \u201cno reconstruction funds will be going into&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/13\/hamas-clashes-rivals-targets-prominent-families-gaza-power-struggle\/\" target=\"_blank\" rel=\"noopener\">areas that Hamas still controls<\/a>,\u201d he said. \u201cThere are considerations being discussed now in the areas the IDF controls, as long as they can be secured to start building the new Gaza.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">The term \u201cNew Gaza\u201d is frequently used by al-Astal, and refers to what he described as a joint framework for the territory\u2019s governance between his Counter Terrorism Strike Force and the three allied clans led by Yasser Abu Shabab in Rafah, Rami Halas, and Ashraf al-Mansi, the latter two both in Gaza City. Tens of thousands of Palestinians are estimated to be living in those areas.&nbsp;<\/span><\/p>\n<p><span style=\"color: #000080;\">During the Zoom call, which was organized by the Center for Peace Communications, a New York-based group that documents dissent inside Gaza, a journalist who identified himself as Ahmed al-Zakout described conditions in Hamas-controlled areas west of the yellow line. Since the ceasefire, more than 100&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/30\/vance-says-israel-not-controlling-trump-fails-defend-judaism-response-antisemitic-comments-event\/\" target=\"_blank\" rel=\"noopener\">executions have been carried out by Hamas<\/a>&nbsp;against Gazans accused of being collaborators with Israel, as well as large numbers of maimings. Disappearances and abductions are also estimated to number in the hundreds.&nbsp;<\/span><\/p>\n<p><span style=\"color: #000080;\">Al-Zakout said residents in his area had initially believed the agreement announced by Trump would remove Hamas from power \u2014&nbsp;and explained that hope had already collapsed. \u201cPeople are very afraid,\u201d he said. \u201cThey are shocked and disappointed to see Hamas remain here in our areas.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">According to al-Zakout, many civilians were afraid to try to reach territory on the other side of the yellow line, because they believed they could be targeted while moving. He said no authority \u2014 \u201cnot America or even Israel\u201d \u2014 was publicly guaranteeing safe passage, and he blamed Hamas messaging for deterring people from leaving. He singled out&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/08\/29\/al-jazeera-hit-defamation-lawsuit-syrian-jewish-ex-refugee\/\" target=\"_blank\" rel=\"noopener\">Qatar\u2019s Al Jazeera network<\/a>&nbsp;as part of what he called \u201ca propaganda effort designed to scare people away from the other side of the yellow line, to intimidate them and ensure that they stay where they are.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cWe see obvious collaboration and coordination between the message of Hamas [and] the message of Al Jazeera. Al Jazeera portrays every civilian trying to get to [the] yellow side and to safety as [an] agent and collaborator with Israel.
