Photo: Screenshot<\/em><\/span><\/p>\n<p><span style=\"color: #000080;\">Both independent analysts and the United States government have identified rising Islamist terrorist threats across Sub-Saharan Africa as a growing concern, now positioning the region at the center of attention regarding global jihadist terrorism.<\/span><\/p>\n<p><span style=\"color: #000080;\">Gen. Dagvin Anderson, commander of US Africa Command (AFRICOM), has started a series of visits to African partners,&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/11\/28\/somaliland-partnership-could-be-game-changer-israel-countering-houthis-experts-say\/\" target=\"_blank\" rel=\"noopener\">starting with Ethiopia, Somaliland, and Puntland<\/a>.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cThe whole reason I came here is because we have shared threats,\u201d Anderson said. \u201cI\u2019m not new to this region; I understand what the issues are, and we\u2019re here to help empower our African partners to address these threats in a united way.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Just last week, AFRICOM coordinated with the government of Somalia to strike&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/07\/25\/canadian-woman-sentenced-joining-isis-becomes-first-person-convicted-family-support-role-spouse\/\" target=\"_blank\" rel=\"noopener\">Islamic State (ISIS)<\/a>&nbsp;and al-Shabaab targets.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cAs we face the growing security threats, including the rise of terrorist activities in East Africa, the Sahel, and West Africa\u2019s coastal regions, the collective efforts are more important than ever,\u201d Anderson said. \u201cTogether we can build a more prosperous and secure future for the United States, for Africa, and most importantly, for our children.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Anderson\u2019s trip came after the Combating Terrorism Center at West Point released a report last month showing that, last year, 86 percent of all terrorism-related deaths occurred in just 10 countries, with seven of them in Africa and five in the continent\u2019s Sahel region.<\/span><\/p>\n<p><span style=\"color: #000080;\">The report explained how the Sahel \u2014 a belt that runs across the African continent and is also called the Sahelian acacia savanna \u2014 dominates the map of terrorism deaths today.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cWhere once the global terror threat was concentrated in the Middle East and North Africa, today it is centered in the Sahel, specifically in the tri-border region between Burkina Faso, Mali, and Niger,\u201d the report\u2019s four authors wrote before noting that, according to the 2025 Global Terrorism Index, the region comprised more than half of all terrorism-related deaths last year.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cThe data shows that while countries such as Pakistan, Afghanistan, Syria, Somalia, and Nigeria have been largely steady when it comes to&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/11\/25\/ai-apps-like-chatgpt-created-new-era-terrorism-study-reveals\/\" target=\"_blank\" rel=\"noopener\">significant impact by terrorism<\/a>&nbsp;over recent years, Sahelian countries (Burkina Faso, chief among them) have experienced a steep increase,\u201d the analysts assessed. \u201cIn 2023 and 2024, Burkina Faso was most impacted by terrorism globally.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Regarding the specific groups responsible for these slayings in the Sahel, the Africa Center for Strategic Studies primarily blamed an al-Qaeda-affiliate, Jama\u2019a Nusrat ul-Islam wa al-Muslimin (JNIM), which it identified as being responsible for 83 percent of deaths in the region.<\/span><\/p>\n<p><span style=\"color: #000080;\">In August, a report from the Observer Research Foundation argued that \u201cthe African continent remains the principal theater of global jihadist activity.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Colin Clarke and co-author Anoushka Varma, both of the Soufan Group, described the threat of JNIM. The group \u201chas entrenched its position as the deadliest terrorist group in the Sahel, escalating attacks across Burkina Faso, Mali, and Niger, while making inroads into Benin, Ghana, and Togo \u2014 countries that had largely avoided jihadist violence until now,\u201d they wrote. \u201cIn the first half of 2025, JNIM claimed to have&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.bbc.com\/news\/articles\/cg4r5wylwq6o\" target=\"_blank\" rel=\"noopener\">carried out at least 280 attacks<\/a>&nbsp;in Burkina Faso \u2014 double the number recorded during the same period in 2024 \u2014 and was responsible for approximately 8,800 fatalities across the Sahel that year.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Another region of the continent drawing the concern of counter-terrorism analysts is the Horn of Africa (HOA), where the West Point researchers identified the \u201ccritical case\u201d of the \u201cthe triangular confluence that has developed between the Houthis, al-Qaeda in the Arabian Peninsula (AQAP), and al-Shabaab.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Despite the&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/02\/14\/houthi-leader-threatens-attack-us-israel-gaza-plan-says-trump-should-transfer-jews-america\/\" target=\"_blank\" rel=\"noopener\">Houthis being backed by Shi\u2019ite Iran<\/a>&nbsp;and operating primarily out of Yemen, the West Point report noted that \u201cthere is even evidence that the Houthis have collaborated with Islamic State Somalia [a Sunni group], coordinating on intelligence and procurement of drones and technical training.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Clarke and Varma also explained the unique threats operating in the HOA in their analysis, explaining that \u201cboth the Islamic State-Somalia Province (IS-Somalia) and al-Qaeda\u2019s Somali affiliate, al-Shabaab, remain key drivers of regional instability.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">In April 2025, they wrote, al-Shabaab \u201claunched a renewed offensive in Middle Shabelle, regaining territorial control not seen since the Somali federal government\u2019s counteroffensive in 2022.\u201d The analysts also identified that \u201cIS-Somalia has attracted foreign fighters from Ethiopia, Djibouti, Kenya, and even among the Somali diaspora in the West.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">In addition to the increased violence in the HOA and Sahel African regions, two other alarming trends in terrorism that West Point\u2019s researchers named are the wide involvement of Iran with organized crime gangs and the decreasing ages of first-time terrorist suspects.<\/span><\/p>\n<p><span style=\"color: #000080;\">The report stated that over the last five years,&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/09\/16\/us-sanctions-irans-shadow-banking-network-ecuador-designates-irgc-terrorist-group\/\" target=\"_blank\" rel=\"noopener\">Iran has conducted<\/a>&nbsp;157 foreign operations, with 22 involving criminal groups and 55 involving terrorist groups. These range from \u201cHell\u2019s Angels gang members in Canada to the Kinahan Cartel in Ireland.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Likewise, the age range of terrorism offenders has transformed.<\/span><\/p>\n<p><span style=\"color: #000080;\">The authors stated that many analysts have identified \u201ca&nbsp;<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/02\/french-authorities-detain-two-minors-suspected-plotting-terror-attacks-israeli-targets\/\" target=\"_blank\" rel=\"noopener\">new wave of extremism among children<\/a>\u201d and that \u201cacross Europe as a whole, nearly two-thirds of Islamic State-linked arrests in 2024 involved teenagers.
