Photo: REUTERS\/Mahmoud Issa<\/em><\/span><\/p>\n<p><span style=\"color: #000080;\">As the United States pushes for the second phase of President Donald Trump\u2019s Gaza ceasefire to begin, Israel is warning that Qatar and Turkey are trying to\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/11\/26\/hamas-continues-reject-disarmament-fragile-us-backed-gaza-peace-plan-faces-hurdles\/\" target=\"_blank\" rel=\"noopener\">shield Hamas from disarmament<\/a>\u00a0as the Palestinian terrorist group seeks to reassert control over the war-torn enclave.<\/span><\/p>\n<p><span style=\"color: #000080;\">Qatar and Turkey have proposed alternatives to a central provision of Trump\u2019s peace plan, according to Israeli media reports. Rather than requiring Hamas to disarm, Qatari and Turkish officials have pushed for the Islamist group either to hand over its weapons to the Palestinian Authority or place them in secure storage under international oversight.<\/span><\/p>\n<p><span style=\"color: #000080;\">As part of this plan, Qatar and Turkey are reportedly\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/06\/turkeys-fidan-gaza-governance-must-precede-hamas-disarmament-in-ceasefire-deal\/\" target=\"_blank\" rel=\"noopener\">advocating a two\u2011year grace period<\/a>\u00a0during which Hamas could legally retain its weapons.<\/span><\/p>\n<p><span style=\"color: #000080;\">However, Israeli officials have rejected these options as unacceptable, arguing they would allow the terrorist group to maintain its influence in Gaza, which Hamas has ruled for nearly two decades.<\/span><\/p>\n<p><span style=\"color: #000080;\">Israel has made clear it will allow Hamas just a few months to give up its weapons, warning it will act unilaterally if the group is not disarmed promptly.<\/span><\/p>\n<p><span style=\"color: #000080;\">Turkey and Qatar, both longtime backers of Hamas, have been trying to\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/21\/qatar-turkeys-expanding-roles-gaza-could-strengthen-hamas-infrastructure-experts-warn\/\" target=\"_blank\" rel=\"noopener\">expand their roles in Gaza\u2019s post-war reconstruction<\/a>,\u00a0which experts have warned could potentially strengthen Hamas\u2019s terrorist infrastructure.<\/span><\/p>\n<p><span style=\"color: #000080;\">Israeli officials have repeatedly rejected any Turkish or Qatari involvement in post-war Gaza.<\/span><\/p>\n<p><span style=\"color: #000080;\">The first stage of Trump\u2019s peace plan, which took effect in October, included\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/13\/all-20-living-hostages-freed-back-home-israel-2-years-after-hamass-oct-7-attack\/\" target=\"_blank\" rel=\"noopener\">Hamas releasing all the remaining hostages<\/a>, both living and deceased, who were kidnapped by Hamas-led Palestinian terrorists during their Oct. 7, 2023, invasion of and massacre across southern Israel. In exchange, Israel released thousands of Palestinian prisoners and detainees, including many convicted terrorists serving life sentences, and partially withdrew its military forces in Gaza\u00a0to a newly drawn \u201cYellow Line,\u201d roughly dividing the enclave between east and west.<\/span><\/p>\n<p><span style=\"color: #000080;\">Currently, the Israeli military controls 53 percent of Gaza\u2019s territory, and Hamas has moved to reestablish control over the other 47 percent. However, the vast majority of the Gazan population is located in the Hamas-controlled half, where the Islamist group has been imposing a brutal crackdown.<\/span><\/p>\n<p><span style=\"color: #000080;\">The second stage of the US plan is supposed to install an interim administrative authority \u2014 a so-called \u201ctechnocratic government\u201d \u2014\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/11\/14\/hamas-tightens-grip-gaza-russia-blocks-us-proposal-un-peacekeeping-force\/\" target=\"_blank\" rel=\"noopener\">deploy an International Stabilization Force<\/a>\u00a0\u2014 a multinational force meant to take over security in Gaza \u2014 and begin the demilitarization of Hamas.<\/span><\/p>\n<p><span style=\"color: #000080;\">As the international community\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/08\/israeli-airline-el-al-launches-new-youth-points-program-encourage-young-travelers\/\" target=\"_blank\" rel=\"noopener\">works to implement phase two\u00a0<\/a>of the ceasefire deal, Qatar and Turkey are now insisting that Israel must withdraw from Gaza before Hamas can disarm \u2014 a demand Jerusalem vehemently opposes, warning it would give the terrorist group time to reassert full control over its half of Gaza and remove any incentive to disarm later on.<\/span><\/p>\n<p><span style=\"color: #000080;\">On Saturday, Qatari Prime Minister Mohammed bin Abdulrahman Al Thani said the international community has only achieved a \u201cpause\u201d in fighting,\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/06\/gaza-talks-at-critical-moment-ceasefire-not-complete-qatars-prime-minister-says\/\" target=\"_blank\" rel=\"noopener\">but not a full ceasefire<\/a>, stressing that Israel would need to withdraw from the entire enclave to make it possible.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cA ceasefire cannot be completed unless there is a full withdrawal of the Israeli forces, there is stability back in Gaza [and] people can go in and out, which is not the case today,\u201d Al Thani said during a press conference.<\/span><\/p>\n<p><span style=\"color: #000080;\">The Qatari leader also said that the mediating countries, including Turkey, Egypt, and the US, are \u201cgetting together in order to force the way forward for the next phase.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">However, Al Thani emphasized Qatar considers phase two to be \u201ctemporary,\u201d arguing that addressing the immediate situation in Gaza alone is insufficient without tackling what he described as the underlying causes of the conflict.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cThis conflict is not only about Gaza, but also the West Bank. It\u2019s about the rights of the Palestinians for their state,\u201d he said. \u201cWe are hoping that we can work together with the US administration to achieve this vision.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">According to the ceasefire plan, the Israeli army is required to withdraw further as the disarmament process unfolds. However, Israel has made clear that it will not pull back\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/03\/israel-says-received-body-hamas-indicates-rafah-crossing-open-soon-let-gazans-cross-egypt\/\" target=\"_blank\" rel=\"noopener\">until Hamas disarms and other conditions are met<\/a>.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cWe will not allow Hamas to reestablish itself. We have operational control over extensive parts of the Gaza Strip, and we will remain on those defense lines,\u201d Lt. Gen. Eyal Zamir, chief of staff of the Israel Defense Forces (IDF), said on Sunday. \u201cThe Yellow Line is a new border line, serving as a forward defensive line for our communities and a line of operational activity.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Meanwhile, Turkish Foreign Minister Hakan Fidan said a credible Palestinian civil administration and a vetted, trained police force should be established before Hamas can disarm.<\/span><\/p>\n<p><span style=\"color: #000080;\">In a press conference, Fidan emphasized that without these conditions, expecting Hamas to disarm is neither \u201crealistic nor doable.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">However, Hamas continues to reject full disarmament, saying the group is only open to storing or freezing its weapons in order to preserve \u201cthe Palestinians\u2019 ability to defend themselves.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cHamas is willing to discuss these ideas in the context of a ceasefire or long-term truce within a political process that will lead to the establishment of a Palestinian state,\u201d senior Hamas official Basem Naim said in a statement.\u00a0<\/span><\/p>\n<p><span style=\"color: #000080;\">In Gaza,\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/13\/hamas-clashes-rivals-targets-prominent-families-gaza-power-struggle\/\" target=\"_blank\" rel=\"noopener\">Hamas\u2019s brutal crackdown<\/a>\u00a0has continued to escalate dramatically as the terrorist group moves to reassert control over the enclave and consolidate its weakened position.<\/span><\/p>\n<p><span style=\"color: #000080;\">Following the death of Yasser Abu Shabab, the leader of an armed anti-Hamas Palestinian faction, last week, Hamas has given militants a 10-day ultimatum to surrender in exchange for promises of amnesty, according to Israel\u2019s Channel 12 and reports on social media.<\/span><\/p>\n<p><span style=\"color: #000080;\">Abu Shabab, a Bedouin tribal leader based in Israeli-held Rafah in southern Gaza, had led one of the most prominent of several small anti-Hamas groups that emerged in the enclave during the war that began more than two years ago.\u00a0<\/span><\/p>\n<p><span style=\"color: #000080;\">He\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/05\/hamas-braces-israeli-operations-abroad-continued-clan-opposition-gaza\/\" target=\"_blank\" rel=\"noopener\">died last week while mediating an internal dispute<\/a>\u00a0between families and groups within the militia, dealing a setback to Israeli efforts to support Gazan clans against the ruling Islamist group.<\/span><\/p>\n<p><span style=\"color: #000080;\">Since the ceasefire took effect two months ago, Hamas has targeted Palestinians who it labeled as \u201clawbreakers and collaborators with Israel,\u201d sparking widespread clashes and violence as the group moves to seize weapons and eliminate any opposition.<\/span><\/p>\n<p><span style=\"color: #000080;\">Social media videos widely circulated online show Hamas members brutally beating Palestinians and carrying out public executions of alleged collaborators and rival militia members.<\/span><\/p>\n<hr style=\"height: 15px; background: #d0e6fa; width: 100%;\" \/>\n<div id=\"content\" class=\"content-alignment\">\n<div id=\"watch-description\" class=\"yt-uix-button-panel\">\n<div id=\"watch-description-text\" style=\"text-align: center;\">\n<p><em>Zawarto\u015b\u0107 publikowanych artyku\u0142\u00f3w i materia\u0142\u00f3w nie reprezentuje pogl\u0105d\u00f3w ani opinii Reunion&#8217;68,<\/em><em><br \/>\nani te\u017c webmastera Blogu Reunion&#8217;68, chyba ze jest to wyra\u017anie zaznaczone.<br \/>\nTwoje uwagi, linki, w\u0142asne artyku\u0142y lub wiadomo\u015bci prze\u015blij na adres:<br \/>\n<\/em><span style=\"color: #000080;\"><strong><em><a style=\"color: #000080;\" href=\"mailto:webmaster@reunion68.com\"><span style=\"text-decoration: underline;\">webmaster@reunion68.com<\/span><\/a><\/em><\/strong><\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<hr style=\"width: 100%;\" \/>\n","protected":false},"excerpt":{"rendered":"<p>Qatar, Turkey Try to Circumvent Hamas Disarmament as Terror Group Escalates Crackdown in Gaza Ailin Vilches Arguello Palestinians walk past the rubble of destroyed buildings, amid a ceasefire between Israel and Hamas, in Jabalia, northern Gaza Strip, November 6, 2025.
