Photo: REUTERS\/Haseeb Alwazeer<\/em><\/span><\/p>\n<p><span style=\"color: #000080;\">US special envoy Steve Witkoff on Wednesday announced the launch of\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/03\/dead-arrival-inside-breakdown-second-phase-gaza-ceasefire-hamass-resurgent-control\/\" target=\"_blank\" rel=\"noopener\">phase two of President Donald Trump\u2019s plan<\/a>\u00a0to end the conflict in Gaza, describing the process as \u201cmoving from ceasefire to demilitarization, technocratic governance, and reconstruction.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">In a post on the X social media platform, Witkoff also warned Hamas, the Palestinian terrorist group that ruled Gaza before the war and still controls nearly half the enclave\u2019s territory, to remain committed to the terms of the agreement.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cPhase Two establishes a transitional technocratic Palestinian administration in Gaza, the National Committee for the Administration of Gaza (NCAG), and begins the full demilitarization and reconstruction of Gaza, primarily the disarmament of all unauthorized personnel,\u201d Witkoff posted. \u201cThe US expects Hamas to comply fully with its obligations, including the immediate return of the final deceased hostage. Failure to do so will bring serious consequences.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Under phase one of Trump\u2019s peace plan, a ceasefire took effect and Hamas was required to\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/13\/all-20-living-hostages-freed-back-home-israel-2-years-after-hamass-oct-7-attack\/\" target=\"_blank\" rel=\"noopener\">release all remaining hostages<\/a>, both living and deceased, who were kidnapped by Hamas-led Palestinian terrorists during the group\u2019s invasion of and massacre across southern Israel on Oct. 7, 2023.<\/span><\/p>\n<p><span style=\"color: #000080;\">Everyone was released except for Master Sgt. Ran Gvili, the last remaining slain hostage in Gaza. Israeli Prime Minister Benjamin Netanyahu reportedly spoke on Wednesday with Gvili\u2019s parents, who have adamantly opposed moving to the second phase of Trump\u2019s plan until their son\u2019s body is returned.<\/span><\/p>\n<p><span style=\"color: #000080;\">Gvili\u2019s return \u201cis at the top of Israel\u2019s priorities,\u201d Netanyahu\u2019s office said in a statement, according to the\u00a0<em>Times of Israel<\/em>. \u201cHamas is required to comply with the terms of the agreement and make a 100% effort to return all fallen hostages, until the very last one \u2014\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/08\/mother-last-gaza-hostage-says-israel-wont-heal-until-hes-back\/\" target=\"_blank\" rel=\"noopener\">Ran Gvili, a hero of Israel<\/a>.\u201d<\/span><\/p>\n<p><span style=\"color: #000080;\">Gvili\u2019s mother, Talik, is heading to the US to speak out against Trump\u2019s plan to move ahead with the next phase of the ceasefire, according to her brother and Ran\u2019s uncle Ziv Tzioni.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cWe will do everything we can, and I really mean everything we can, to torpedo phase two before Ran is returned,\u201d Tzioni told Ynet in an interview on Wednesday.<\/span><\/p>\n<p><span style=\"color: #000080;\">In exchange for Hamas\u2019s releasing nearly all the hostages, Israel freed thousands of Palestinian prisoners, including many serving life sentences for terrorism, and partially withdrew its military forces in Gaza to a newly drawn \u201cYellow Line,\u201d roughly dividing the enclave between east and west.<\/span><\/p>\n<p><span style=\"color: #000080;\">Currently, the Israeli military controls 58 percent of Gaza\u2019s territory, and Hamas has moved to reestablish control over the rest of the enclave. However, most of the Gazan population is located in the Hamas-controlled portion, where the Islamist group has been\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/30\/new-gaza-rises-anti-hamas-militias-backed-israel-claim-local-rule-vow-fight-qatar-turkey-iran-forces\/\" target=\"_blank\" rel=\"noopener\">imposing a brutal crackdown<\/a>.<\/span><\/p>\n<p><span style=\"color: #000080;\">The second stage of the US-backed peace plan is supposed to establish an interim administrative authority, a so-called \u201ctechnocratic government,\u201d deploy an International Stabilization Force\u00a0(ISF) to oversee security in Gaza, and begin the demilitarization of Hamas.<\/span><\/p>\n<p><span style=\"color: #000080;\">However,\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/25\/senior-hamas-official-vows-terror-group-will-never-disarm-rejects-foreign-pressure\/\" target=\"_blank\" rel=\"noopener\">Hamas has repeatedly refused to disarm<\/a>, despite the plan\u2019s call for the terrorist group to do so and relinquish any governing role in Gaza. Further Israeli military withdrawals are tied to Hamas\u2019s disarmament.<\/span><\/p>\n<p><span style=\"color: #000080;\">The ISF has also hit roadblocks, with multiple countries including Azerbaijan and the United Arab Emirates declining to participate. Analysts have argued there\u2019s little international appetite to send troops to Gaza with Hamas still armed.<\/span><\/p>\n<p><span style=\"color: #000080;\">Still, the Trump administration plans to move forward with a transitional technocratic Palestinian administration in Gaza. The body will have 15 members and be led by Ali Shaath, a former deputy minister in the Palestinian Authority, according to a joint statement by ceasefire mediators Egypt, Qatar, and Turkey.<\/span><\/p>\n<p><span style=\"color: #000080;\">The Palestinian technocratic body will be overseen by an international Board of Peace to govern Gaza for a transitional period. Nickolay Mladenov, a former UN Middle East\u00a0envoy, is expected to represent the\u00a0board\u00a0on the ground. Other members tapped by Mladenov include people from the private sector and NGOs, according to Reuters.<\/span><\/p>\n<p><span style=\"color: #000080;\">It\u2019s unclear how many total members will be on the Board of Peace.<\/span><\/p>\n<p><span style=\"color: #000080;\">Since the start of\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/11\/anti-hamas-militias-vow-continue-fight-gaza-israel-stands-firm-disarmament-turkeys-post-war-role\/\" target=\"_blank\" rel=\"noopener\">the Israel-Hamas ceasefire<\/a>\u00a0in October, both sides have repeatedly\u00a0accused each other of violations.
