Photo: REUTERS\/Hannah McKay<\/em><\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">British Home Secretary Shabana Mahmood told Parliament on Wednesday that she has lost confidence in the chief constable of the West Midlands Police (WMP) and will push for a new law that will give her power to fire him, after it was revealed that intelligence used by the police force to\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/31\/uk-police-force-apologizes-claiming-jewish-community-supported-ban-maccabi-tel-aviv-fans-soccer-match\/\" target=\"_blank\" rel=\"noopener\">justify a ban against fans of the Israeli soccer team Maccabi Tel Aviv<\/a>\u00a0was \u201cexaggerated or simply untrue.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Mahmood\u2019s comments came on the same day that her office announced new plans to give the home secretary the power to fire \u201cfailing chief constables.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Speaking to UK lawmakers, Mahmood said that WMP Chief Constable Craig Guildford \u201cno longer has my confidence\u201d and that he should have ensured \u201cmore professional and thorough work was done\u201d by police before the ban was implemented late last year. She claimed it has been over 20 years since a home secretary has made such comments about a chief constable.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">West Midlands Police had a \u201cfailure in leadership\u201d which \u201charmed the reputation and eroded public confidence in West Midlands police and policing more broadly\u201d across the country, the UK\u2019s home secretary explained\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.parliamentlive.tv\/Event\/Index\/47982cfa-54d9-4d6c-bbbd-f430b9ecd793\" target=\"_blank\" rel=\"noopener\">in front of the House of Commons<\/a>.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Maccabi supporters were banned from attending a soccer game at Villa Park in Birmingham on Nov. 6 last year, a decision made by Birmingham City Council in October following advice from a safety advisory group, which acted on a recommendation by West Midlands Police. Traveling Israeli fans were banned from the soccer game between Maccabi and Aston Villa due to \u201c<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/10\/21\/uk-govt-deeply-saddened-maccabi-tel-aviv-declines-ticket-allocation-fan-ban-aston-villa-match\/\" target=\"_blank\" rel=\"noopener\">public safety concerns<\/a>.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">\u201cI do believe all of us in this country need to be able to trust the police when they come forward and they say they have risk assessed an upcoming event; they have come to a professional judgment as to whether an event can take place safety or not,\u201d Mahmood said. \u201cWe all need to be able to trust that they have gone about making that risk assessment in a way that is robust, consistent, in line with the law, and just plain old truthful. That is not what\u2019s happened in this case \u2026 It\u2019s why I set out what I said about losing confidence in the chief constable.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Mahmood does not have the power to fire a chief constable because of law changes implemented in 2011. Guildford would have to be dismissed by Simon Foster, the West Midlands Police and crime commissioner. However,\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.gov.uk\/government\/news\/home-secretary-to-introduce-power-to-sack-chief-constables\" target=\"_blank\" rel=\"noopener\">Mahmood\u2019s office announced on Wednesday<\/a>\u00a0she will push new legislation that will once again restore power to the home secretary to \u201cforce the retirement, resignation, or suspension of chief constables on performance grounds.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Mahmood said she came to the conclusion about Guildford after receiving a \u201cdamning\u201d and \u201cdevastating\u201d\u00a0<a style=\"color: #000080;\" href=\"https:\/\/assets.publishing.service.gov.uk\/media\/6967aedfa2bb8d22cd7b0dbe\/inspection-police-forces-contributions-safety-advisory-groups-west-midlands-police.pdf\" target=\"_blank\" rel=\"noopener\">report<\/a>\u00a0by His Majesty\u2019s Inspectorate of Constabulary and Fire and Rescue Services, Sir Andy Cook, that \u201ccatalogues failures that did not just affect traveling fans\u201d but also \u201clet down our entire Jewish community in West Midlands and across the country.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Cook\u2019s report provides evidence that WMP only sought evidence to support what Mahmood called the police force\u2019s \u201cdesired position\u201d to ban Maccabi fans. The report also elaborates on a series of \u201cmisleading\u201d public statements made by the police force, including Guildford, and \u201cmisinformation\u201d promoted by the police. Cook\u2019s report showed police \u201coverstated the threat posed by Maccabi fans while understating the risk that was posed to the Israeli fans if they traveled to the area,\u201d according to Mahmood.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">\u201cWhat is clear from this report [is] that on an issue of huge significance to the Jewish community in this country and to us all, we have witnessed a failure of leadership that has harmed the reputation and eroded public confidence in West Midlands Police and policing more broadly,\u201d the home secretary said.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">When the ban against Maccabi supporters was first announced in October, Mahmood and British Prime Minister Keir Starmer were among those who voiced concerns about the decision and said Israeli soccer fans should be allowed to attend the game.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Mahmood said police forces across the country should learn a \u201clesson\u201d from the mistakes of WMP.
