<\/a>Board of Peace shows \u2018peacemaking is going to be effectively led by America,\u2019 Tony Blair says<\/a><\/strong><\/span><\/h3>\nMike Wagenheim<\/strong><\/span><\/p>\n Former British Prime Minister Tony Blair has seen his share of failures in the Middle East peace process. But the member of the executive board of the Board of Peace says that this time could be different.<\/span><\/p>\n \u201cThe challenges are still immense, and you\u2019d have to be foolish\u2014especially after I\u2019ve been dealing with this issue for so long\u2014to be sort of blindly optimistic,\u201d Blair told JNS after the inaugural Board of Peace meeting in Washington on Thursday.\u00a0<\/span><\/p>\n \u201cBut there is a plan. It depends crucially on demilitarization of Gaza, of ensuring that this new technocratic committee can govern with authority,\u201d he said. \u201cWe just got to try and make it work.\u201d<\/span><\/p>\n Questions have long surrounded the board\u2019s ability to succeed. Countries have hesitated to fund reconstruction given that Hamas remains armed and in power. Member states have also been slow to commit troops to the International Stabilization Force meant to enforce the Israel-Hamas ceasefire until there is a new government.<\/span><\/p>\n But with five Muslim-majority countries announcing troop commitments on Thursday and billions of dollars in funding pledges revealed, Blair told JNS that \u201cthere is real momentum out of today.\u201d\u00a0<\/span><\/p>\n That included an announcement by Nickolay Mladenov, the board\u2019s high representative for Gaza, that 2,000 Gazans had signaled interest in joining the enclave\u2019s police force in the hours after an application was published online.<\/span><\/p>\n \u201cThere\u2019s got to be a new police force\u2014people who will be vetted by the government of Israel to make sure that we don\u2019t allow people who are going to take that in the wrong direction for the people of Gaza,\u201d Blair told JNS.\u00a0<\/span><\/p>\n \u201cIt\u2019s not that people don\u2019t recognize there\u2019s still immense problems, and in Israel, there will still be a lot of skepticism,\u201d he said.<\/span><\/p>\n \u201cWe have a plan,\u201d Blair said. \u201cWe\u2019re pretty committed to delivering it.\u201d<\/span><\/p>\n There appeared to be 23 \u201cobserver\u201d states and entities among the 49 representatives who attended the event on Thursday. Many states that have declined to be part of the board have said that joining an international body requires parliamentary approval or other constitutional obligations. Some have said that the board intends to undermine the United Nations.<\/span><\/p>\n \u201cI think people will want to join in the end,\u201d Blair told JNS. \u201cThe trouble with anything like this is that a whole lot of myths spring up, like it\u2019s to replace the U.N. We\u2019re not replacing the U.N.\u201d<\/span><\/p>\n Blair said that there needs to be a fair acknowledgment that \u201cthe U.N. hasn\u2019t produced the 20-point plan for Gaza. President Trump did.\u201d<\/span><\/p>\n \u201cThe U.N.\u2019s not handling the Russia-Ukraine peace talks. President Trump is,\u201d he told JNS.<\/span><\/p>\n That means that the Board of Peace is \u201ca recognition that the peacemaking is going to be effectively led by America, but with a coalition of supporting countries\u2014for it not to be American unilateralism, but America bringing countries together in support of a common objective peace,\u201d according to Blair.<\/span><\/p>\n The board still needs to win over a lot of people and countries, including Blair\u2019s, where British Prime Minister Keir Starmer has derided the Board of Peace.\u00a0<\/span><\/p>\n The United Kingdom sent its ambassador in Washington, rather than a senior government official, to Thursday\u2019s meeting.<\/span><\/p>\n Blair told JNS that \u201cvirtually all of the countries there today\u2014they didn\u2019t just turn up.\u201d<\/span><\/p>\n \u201cThey brought something to the table,\u201d he said. \u201cIt could be money, but it could be troops. It could be support for capacity-building.
