Photo: REUTERS\/Murad Sezer<\/em><\/span><\/p>\n<p><span style=\"color: #000080;\">Turkey\u2019s extensive ties with Hamas and other terrorist groups and Islamist movements are raising alarm bells among analysts, highlighting<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/02\/turkey-pushes-closer-ties-iran-despite-mounting-sanctions-both-countries-pursue-regional-ambitions\/\" target=\"_blank\" rel=\"noopener\">\u00a0Ankara\u2019s controversial pivot away from<\/a>\u00a0its traditional Western alliances amid ongoing regional conflicts.<\/span><\/p>\n<p><span style=\"color: #000080;\">This week, Turkish intelligence chief Ibrahim Kal\u0131n met in Ankara with Khalil Al-Khaya, a senior Hamas negotiator, and the terrorist group\u2019s political bureau delegation to discuss prospects for advancing the second phase of the Gaza ceasefire \u2014 marking the second such meeting in under two weeks.<\/span><\/p>\n<p><span style=\"color: #000080;\">Last week, Kal\u0131n also met with senior Hamas leaders in Istanbul, underscoring Turkey\u2019s ongoing diplomatic engagement with the Islamist group.<\/span><\/p>\n<p><span style=\"color: #000080;\">Notably absent from both meetings\u2019 public summaries was any mention of\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2025\/12\/08\/qatar-turkey-try-circumvent-hamas-disarmament-terror-group-escalates-crackdown-gaza\/\" target=\"_blank\" rel=\"noopener\">Hamas\u2019s disarmament<\/a>\u00a0\u2014 a key condition of the US-backed peace plan, which the terrorist group continues to reject, further complicating ceasefire efforts.<\/span><\/p>\n<p><span style=\"color: #000080;\">Earlier this year, the US-backed plan to end the war in Gaza hit major roadblocks after proposals surfaced that would allow Hamas to retain some small arms \u2014 an idea strongly denounced by Israeli officials who insist the Islamist group must fully disarm.<\/span><\/p>\n<p><span style=\"color: #000080;\">Israel has previously warned that Hamas must give up its weapons for the second phase of the ceasefire to move forward, pointing to tens of thousands of rifles and an active network of underground tunnels still under the terrorist group\u2019s control.<\/span><\/p>\n<p><span style=\"color: #000080;\">Last week, US President Donald Trump\u2019s \u201cBoard of Peace\u201d reportedly\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2026\/03\/27\/trump-board-plan-would-disarm-hamas-stages-8-months-destroy-gazas-tunnels\/\" target=\"_blank\" rel=\"noopener\">presented a disarmament plan to Hamas<\/a>\u00a0that would require the terrorist group to allow the destruction of its vast Gaza tunnel network as it lays down its arms in<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0stages\u00a0<\/span><span class=\"highlight\" data-qa-component=\"highlight-text\">over\u00a0<\/span>eight<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0months. Palestinian officials indicated Hamas would not accept the proposal without \u201camendments and improvements.\u201d<\/span><\/span><\/p>\n<p><span style=\"color: #000080;\">Under Trump\u2019s 20-point Gaza peace plan, phase two would involve deploying an international stabilization force (ISF), beginning large-scale reconstruction, and establishing a Palestinian technocratic committee to oversee the territory\u2019s administration.<\/span><\/p>\n<p><span style=\"color: #000080;\">Conditioned on Hamas\u2019s disarmament, the Israel Defense Forces (IDF) would also withdraw from the approximately 53 percent of the enclave they currently occupy.<\/span><\/p>\n<p><span style=\"color: #000080;\">Since the start of the war in Gaza, Turkey has repeatedly tried to position itself as a regional mediator, maintaining direct intelligence channels with Hamas to advance ceasefire talks and solidifying its role in US-backed diplomatic efforts.<\/span><\/p>\n<p><span style=\"color: #000080;\">However, Turkey has also been a long-time backer of Hamas, hosting senior officials multiple times over the years and refusing to designate the group as a terrorist organization. Ankara has also\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.algemeiner.com\/2026\/01\/30\/nearly-90-turkish-opinion-columns-favor-hamas-study-shows\/\" target=\"_blank\" rel=\"noopener\">provided Hamas with both political and financial support<\/a>\u00a0by allowing its leadership to operate networks from Turkish soil.<\/span><\/p>\n<p><span style=\"color: #000080;\">Israeli officials have repeatedly accused Hamas operatives of using Turkey as a base for recruitment, financing, and operational coordination.<\/span><\/p>\n<p><span style=\"color: #000080;\">On Monday, Israeli intelligence services uncovered a Hamas terror network in the West Bank, directed by an operative based in Turkey, revealing ongoing coordination between the group\u2019s cells abroad and on the ground.<\/span><\/p>\n<p><span style=\"color: #000080;\">According to Sinan Ciddi, senior fellow at the Foundation for Defense of Democracies (FDD), a Washington, DC-based think tank, Turkey\u2019s high-level meetings with Hamas and growing engagement in Gaza reflect a stark gap between its public diplomacy and private dealings, revealing a calculated effort to maintain influence in the region.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cPublicly, Turkey has presented itself as a diplomatic broker seeking a ceasefire.
