Photo: REUTERS\/Nathan Howard\/Pool<\/span><\/p>\n<div class=\"content clear\">\n<div id=\"post_content\">\n<p><span style=\"color: #000080;\">US President Donald Trump on Sunday threatened to restart war with<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran\u00a0<\/span>even as Vice President JD Vance met<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>ian officials for the first talks under an interim peace deal, overshadowed by Tehran\u2019s announcement it had again closed the Strait of Hormuz.<\/span><\/p>\n<p><span style=\"color: #000080;\">The talks in the Qatari-owned mountaintop resort of Buergenstock in Switzerland were the first to be held under the terms of a memorandum of understanding agreed a week ago.<\/span><\/p>\n<p><span style=\"color: #000080;\">It calls for the strait to be reopened and a halt to all hostilities, including in Lebanon, where US ally Israel launched a military offensive in March targeting the Iran-backed Lebanese terrorist group Hezbollah. But<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>, arguing that Washington had failed to meet its commitment to halt fighting in Lebanon, said it had shut the strait again and that Sunday\u2019s talks would not cover substantive issues such as<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>\u2018s nuclear program.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201c<span class=\"highlight\" data-qa-component=\"highlight-text\">Iran\u00a0<\/span>must immediately stop their highly paid PROXIES in Lebanon from causing trouble. If they don\u2019t, we\u2019ll hit<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran\u00a0<\/span>very hard again, just like we did last week, only harder!!!\u201d Trump said, apparently referring to Hezbollah and to an escalation he ordered earlier this month.<\/span><\/p>\n<p><span style=\"color: #000080;\">Fox News reported that Trump had gone further in an interview, saying he had told<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>ian officials if they closed the strait \u201cyou won\u2019t have a country,\u201d and threatening to take over the waterway.<\/span><\/p>\n<p><span style=\"color: #000080;\">At the talks in Switzerland, where US and<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>ian officials met in the presence of Qatari mediators, Vance played down the impact of violence in Lebanon, saying progress had been made toward ending hostilities there.<\/span><\/p>\n<p><span style=\"color: #000080;\">\u201cThese things are always a little bit messy,\u201d he said.<\/span><\/p>\n<p><span style=\"color: #000080;\">Even as Trump was threatening<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>, Vance told reporters the US president had \u201casked us to turn over a new leaf to transform our relationship with the people of<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran.\u201d<\/span><\/span><\/p>\n<p><span style=\"color: #000080;\">The warring sides did not pursue a joint photo opportunity at the talks. Before Vance made his remarks,\u00a0<span class=\"highlight\" data-qa-component=\"highlight-text\">Iran<\/span>\u2018s Foreign Minister Abbas Araqchi briefly walked into the room and embraced Pakistani Prime Minister Shehbaz Sharif, a mediator. Araqchi did not interact with Vance, who was at the back of the room.<\/span><\/p>\n<h4><strong><span class=\"highlight\" data-qa-component=\"highlight-text\">IRAN\u00a0<\/span>CITES LEBANON AS REASON TO CLOSE STRAIT<\/strong><\/h4>\n<p><span style=\"color: #000080;\">Despite the announcement of a new ceasefire in Lebanon on Friday, there has been scant sign of an end to fighting there.<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran\u00a0<\/span>said on Saturday that as a result, it had again shut the strait, whose closure for nearly four months caused a massive disruption of global energy supplies.<\/span><\/p>\n<p><span style=\"color: #000080;\">US officials disputed that the strait was closed, but commercially available shipping data showed an immediate impact.<\/span><\/p>\n<p><span style=\"color: #000080;\">Only a single small tanker crossed the waterway with its location-signaling transponders on after<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>\u2018s announcement, compared with dozens of ships in recent days when traffic had begun returning to pre-war levels.<\/span><\/p>\n<p><span style=\"color: #000080;\"><span class=\"highlight\" data-qa-component=\"highlight-text\">Iran<\/span>\u2018s Fars news agency cited a military source as saying on Sunday that no new permits were being issued for ships to cross until further notice. Throughout the war, shipping firms have said it is too dangerous to traverse without<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>\u2018s permission.<\/span><\/p>\n<p><span style=\"color: #000080;\"><span class=\"highlight\" data-qa-component=\"highlight-text\">Iran\u00a0<\/span>said there could be no start to the next phase of talks, including over its nuclear program, until Lebanon fighting ends and it gets promised economic benefits.<\/span><\/p>\n<h4><strong>CLOSURE OF STRAIT COULD REVERSE FALL IN OIL PRICE<\/strong><\/h4>\n<p><span style=\"color: #000080;\">As has happened several times with major developments affecting the global economy during the war,<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>\u2018s announcement that the strait was again shut took place on the weekend with markets closed, delaying any impact on oil prices until Monday.<\/span><\/p>\n<p><span style=\"color: #000080;\">Trump said he agreed last week\u2019s memorandum of understanding to avert a global economic depression from high oil prices caused by the strait\u2019s closure. Oil prices had tumbled over the past week to levels unseen since the war started.<\/span><\/p>\n<p><span style=\"color: #000080;\">Vance said before his departure that he hoped to make progress on the nuclear issue. But after Sunday\u2019s talks,<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>ian state media said<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>\u2018s nuclear program had not been discussed.<\/span><\/p>\n<p><span style=\"color: #000080;\">Earlier,<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>\u2018s Foreign Ministry spokesperson Esmail Baghaei said that, since Washington had failed to guarantee a ceasefire in Lebanon, the meeting would cover only the implementation of the memorandum itself and not the substantive issues foreseen for the next stage.<\/span><\/p>\n<h4><strong>QUIETER DAY IN LEBANON<\/strong><\/h4>\n<p><span style=\"color: #000080;\">The memorandum foresees 60 days of talks on issues such as curbing<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>\u2018s nuclear program in return for the lifting of international sanctions. Before those issues are resolved,<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran\u00a0<\/span>expects to receive initial economic benefits, such as sanctions waivers and the unfreezing of blocked assets.<\/span><\/p>\n<p><span style=\"color: #000080;\"><span class=\"highlight\" data-qa-component=\"highlight-text\">Iran<\/span>ian President Masoud Pezeshkian, quoted by Fars, expressed optimism that the US talks could provide a strong basis for economic growth. The first goal of the negotiations was restoring access to some of<span class=\"highlight\" data-qa-component=\"highlight-text\">\u00a0Iran<\/span>\u2018s frozen assets, he said.<\/span><\/p>\n<p><span style=\"color: #000080;\">Sunday appeared to be the quietest day in Lebanon for some time, with no reports of major violence by nightfall, after two days of heavy Israeli strikes and fire from Hezbollah fighters on Israeli positions.<\/span><\/p>\n<p><span style=\"color: #000080;\">More than a million people have been driven from their homes in Lebanon since March by Israel\u2019s invasion, in pursuit of Hezbollah fighters who fired across the border in March in support of Tehran.<\/span><\/p>\n<p><span style=\"color: #000080;\">Iran\u2019s government and Hezbollah both openly seek Israel\u2019s destruction,<\/span><\/p>\n<p><span style=\"color: #000080;\">In a potentially positive sign on Sunday, Reuters journalists in southern Lebanon saw some of the heaviest traffic since the memorandum was signed, with residents returning to homes they had fled in the south.
