Sir Eric Pickles claimed financial assistance sent to Palestine by the British Government is being used to free up money to pay prisoners who have committed crimes in the conflict with Israel.<\/span><\/p>\n

The former communities secretary also warned there are “worrying reports” that some NGOs supported by UK taxpayer’s money are “promoting violence on social media pages” and called on Ministers to investigate urgently.<\/span><\/p>\n

International Development Minister Desmond Swayne denied the claims, insisting money given to the Palestinian Authority funds specific civil servants and cannot be misused.<\/span><\/p>\n

It came as the minister warned that if the UK abandons its aid spending target “an army of angry young people” without jobs will end up “on our own doorsteps” looking for work.<\/span><\/p>\n

He made the comments during a heated debate about the UK’s commitment to devote 0.7 per cent of GDP on supporting communities abroad.<\/span><\/p>\n

Sir Eric said: “DfID\u2019s stated goal is to help secure a lasting two-state solution. I regret the funding doesn\u2019t follow that laudable ideal.”<\/span><\/p>\n

Highlighting a report which claims that UK aid payments are freeing up money which in turn is being spent on people in prison for terrorism offences and on supporting their families, he added: “It\u2019s no good just saying we don\u2019t fund terrorism, there is a knock on effect.<\/span><\/p>\n

“If my Right Honourable friend is saying not a single one of them [civil servants] has committed a criminal act then that is a wonderful thing, but it does seem to me that …. that needs to be addressed.”<\/span><\/p>\n

Joan Ryan, a Labour MP, also warned that British money is indirectly supporting terrorism in Palestine because the Authority is using it to pay convicted criminals while they are in prison.<\/span><\/p>\n

She said: “Let me give one example, the issue of the Palestinian Authority’s payments to convicted Palestinian terrorists.<\/span><\/p>\n

“These are not, as one Dfid minister claimed in 2012, social assistance programmes to provide welfare payments, instead by operating a perverse sliding scale where you receive more money the longer sentence you receive, in some cases as much as five times the average monthly wage in Ramala, they actually incentivise people to commit the most terrible acts of violence.<\/span><\/p>\n

“I simply don’t see how that advances the cause of a two-state solution.”<\/span><\/p>\n

She added: “The payments we make enable the Palestinian Authority to make their payments to prisoners.”<\/span><\/p>\n

During the debate Liz McInnes, Labour MP for Heywood and Midleton, called for the Government to rethink the way it spends taxpayer’s money.<\/span><\/p>\n

She said: “I\u2019m very proud of the contribution that this country makes to international development, but in my constituency \u2013 we have a plethora of food banks and some of my constituents are not in a position to feed their families.<\/span><\/p>\n

“Until that problem is solved, my constituents will continue to ask me: Why we are spending money on foreign aid when our children are hungry here?”<\/span><\/p>\n
