There were days and nights at Evin prison, with bright lights and interrogations and little or no sleep. And then there was the injection, a mysterious drug his prison guards shot into Payam Derafshan\u2019s veins, triggering convulsions and seizures that caused him to bite off half his tongue. According to\u00a0<span style=\"text-decoration: underline;\"><strong><a style=\"color: #000080; text-decoration: underline;\" href=\"https:\/\/www.frontlinedefenders.org\/en\/case\/whrd-farzaneh-zilabi-sentenced-one-year-prison-and-two-year-travel-ban\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.frontlinedefenders.org\/en\/case\/whrd-farzaneh-zilabi-sentenced-one-year-prison-and-two-year-travel-ban&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNHN_ThYbafCJgNMkXZ7aQiErJDL8w\">one report<\/a>,<\/strong><\/span> after doctors treated Derafshan, an Iranian human rights attorney, at a nearby hospital, the Islamic Revolutionary Guard Corps brought him to a mental institution. According to his lawyers, he was there \u201csubjected to electric shocks, seriously damaging his neurological system and causing him to lose consciousness.\u201d<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Records of Derafshan\u2019s torture emerged earlier this month, the latest in a seemingly-endless line of stories of lawyers, journalists, and human rights activists jailed, tortured, and even killed by Iranian state security forces. Worse, most of these savageries were committed with the approval \u2014 if not at the command \u2014 of the man who is now Iran\u2019s new president, Ebrahim Raisi, the country\u2019s former chief of the judiciary.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Consequently, a group of Iranian exiles\u00a0<span style=\"text-decoration: underline;\"><strong><a style=\"color: #000080; text-decoration: underline;\" href=\"https:\/\/www.france24.com\/en\/live-news\/20211013-iranian-exiles-file-rights-abuse-claim-in-uk-against-raisi\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.france24.com\/en\/live-news\/20211013-iranian-exiles-file-rights-abuse-claim-in-uk-against-raisi&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNGKdzrtXOoBDHAQJrRZCLciwzNkQA\">filed a claim<\/a><\/strong><\/span>\u00a0against Raisi earlier this month in Scotland, calling for him to be held accountable for human rights abuses, including his role in the 1988 massacre of nearly 30,000 political prisoners. The complaint, filed with the Scottish police,\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-resistance\/formal-request-made-to-arrest-irans-regime-president-ebrahim-raisi\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.ncr-iran.org\/en\/news\/iran-resistance\/formal-request-made-to-arrest-irans-regime-president-ebrahim-raisi\/&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNGiJLJ01NsDGdjUDC2IlIT8kgR5wA\">s<span style=\"text-decoration: underline;\"><strong>ought Raisi\u2019s arrest<\/strong><\/span><\/a>\u00a0if he attended the UN Climate Change conference in Glasgow on October 31. (He has since declined to make the trip.) This follows a similar\u00a0<a style=\"color: #000080;\" href=\"https:\/\/foreignpolicy.com\/2021\/02\/10\/biden-must-not-ignore-irans-human-rights-record\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/foreignpolicy.com\/2021\/02\/10\/biden-must-not-ignore-irans-human-rights-record\/&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNEHFNQfisTi8jE82Mxepj9ts52rZg\">call<\/a>\u00a0by Center for Human Rights In Iran founder and director Hadi Ghaemi, that President Biden recognize the ongoing human rights abuses in future policies and relations with Iran.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Now, with Iran\u00a0<span style=\"text-decoration: underline;\"><strong><a style=\"color: #000080; text-decoration: underline;\" href=\"https:\/\/www.washingtonpost.com\/world\/iran-nuclear-deal-jcpoa-biden-iaea\/2021\/10\/27\/0ecf7420-3740-11ec-9662-399cfa75efee_story.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.washingtonpost.com\/world\/iran-nuclear-deal-jcpoa-biden-iaea\/2021\/10\/27\/0ecf7420-3740-11ec-9662-399cfa75efee_story.html&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNET-AsGtJNyC9HNNMIKwXZARErpXQ\">agreeing<\/a><\/strong><\/span>\u00a0to reenter talks in November aimed at curbing its nuclear ambitions, that call is more urgent than ever.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">It isn\u2019t only Iranian human rights activists and journalists who are being tortured and jailed. There are people like\u00a0<span style=\"text-decoration: underline;\"><strong><a style=\"color: #000080; text-decoration: underline;\" href=\"https:\/\/www.frontlinedefenders.org\/en\/case\/whrd-farzaneh-zilabi-sentenced-one-year-prison-and-two-year-travel-bann\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.frontlinedefenders.org\/en\/case\/whrd-farzaneh-zilabi-sentenced-one-year-prison-and-two-year-travel-bann&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNEahFhD_-P2hO-GFrFPQuZjHHSxNA\">Farzaneh Zilabi<\/a>,<\/strong><\/span> sentenced to a year in prison in September for \u201cgathering and collusion\u201d and \u201cinsulting the leadership\u201d; or Narges Mohammadi,\u00a0<span style=\"text-decoration: underline;\"><strong><a style=\"color: #000080; text-decoration: underline;\" href=\"https:\/\/iranhumanrights.org\/2021\/09\/imprisoned-iranian-writers-among-countless-whove-been-jailed-for-dissent\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/iranhumanrights.org\/2021\/09\/imprisoned-iranian-writers-among-countless-whove-been-jailed-for-dissent\/&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNFfPoMqcIzZ2JFupAkAHeHK94cpmg\">sentenced<\/a>\u00a0<\/strong><\/span>in May to 80 lashes and 30 months imprisonment for her involvement with a peaceful sit-in at Evin prison, and for publishing statements against the death penalty.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">It is also foreign and dual-nationals who are at risk \u2014 people like Iranian-American journalist and anti-hijab activist\u00a0<a style=\"color: #000080;\" href=\"https:\/\/www.newsweek.com\/masih-alinejad-iranian-journalist-author-kidnapping-plot-1609531\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.newsweek.com\/masih-alinejad-iranian-journalist-author-kidnapping-plot-1609531&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNFU-0EL_JAuUipXsMVzcc53fplqkA\">Masih Alinejad<\/a>, the recent target of a state-sponsored kidnapping plot; Iranian-American businessman\u00a0<span style=\"text-decoration: underline;\"><strong><a style=\"color: #000080; text-decoration: underline;\" href=\"https:\/\/www.nytimes.com\/2021\/02\/18\/world\/middleeast\/iran-american-prisoner-shargi.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.nytimes.com\/2021\/02\/18\/world\/middleeast\/iran-american-prisoner-shargi.html&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNG3Ts8MaKJMhaFZh_NMy8HYY_-JFg\">Emad Sharghi<\/a>,<\/strong><\/span> sentenced in January to serve 10 years in prison on charges of spying and espionage; British and German dual-nationals, sentenced to more than ten years in August for \u201cpropaganda against the regime\u201d; and various Dutch-Iranians in the Netherlands\u00a0<span style=\"text-decoration: underline;\"><strong><a style=\"color: #000080; text-decoration: underline;\" href=\"https:\/\/www.investigativeproject.org\/7737\/iran-european-hit-men\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.investigativeproject.org\/7737\/iran-european-hit-men&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNG8tDGZoKZ05pK82GR_VtdyqNbx8Q\">assassinated<\/a><\/strong><\/span>\u00a0in recent years.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">This is a reality that the Biden administration should know about. In March, the State Department issued its\u00a0<span style=\"text-decoration: underline;\"><strong><a style=\"color: #000080; text-decoration: underline;\" href=\"https:\/\/www.state.gov\/reports\/2020-country-reports-on-human-rights-practices\/iran\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.state.gov\/reports\/2020-country-reports-on-human-rights-practices\/iran\/&amp;source=gmail&amp;ust=1635574520366000&amp;usg=AFQjCNEYGMI5GkeeHsWW2CGlEmM0cO80-Q\">2020 report<\/a><\/strong><\/span>\u00a0on human rights in the Islamic Republic.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">It noted:<\/span><\/p>\n<blockquote>\n<p style=\"text-align: left;\"><strong>numerous reports of unlawful or arbitrary killings; \u2026 forced disappearance and torture by government agents, as well as systematic use of arbitrary detention and imprisonment; harsh and life-threatening prison conditions; \u2026 severe restrictions on free expression, the press, and the internet, including violence, threats of violence, and unjustified arrests and prosecutions against journalists \u2026 severe restrictions on religious freedom; \u2026 lack of meaningful investigation of and accountability for violence against women; unlawful recruitment of child soldiers by government actors to support the Assad regime in Syria; trafficking in persons; violence against ethnic minorities; crimes involving violence or threats of violence targeting lesbian, gay, bisexual, transgender, and intersex persons; criminalization of consensual same-sex sexual conduct; significant restrictions on workers\u2019 freedom of association; and the worst forms of child labor.<\/strong><\/p>\n<\/blockquote>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">Those concerns must be addressed, and demands of justice made, if any further negotiations are to take place with Iran as part of efforts to contain its nuclear program. As Ghaemi notes, \u201cthe state of civil and political liberties in a country is intricately related to its foreign policies\u201d \u2014 and research has also shown that civil and political liberties are equally related to a country\u2019s militancy, likelihood to engage in war, and the stability of its society and government. There can be no stability in the Middle East, no end to the violence in the region, and no certainty of nuclear containment, unless and until Iran ends its barbaric human rights abuses.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000080;\">The Biden administration must make this a condition to any negotiations in November.<\/span><\/p>\n<hr \/>\n<p><i>Investigative Project on Terrorism (IPT) Senior Fellow Abigail R.
