Sally Rooney’s publisher in London said on Wednesday that it will stop distributing her work in the United Kingdom in any format because of the Irish author’s public support for the anti-Israel group Palestine Action, which the British government proscribed as a terrorist organization last year.

The British publishing house Faber said it made the decision because the country’s anti-terrorism legislation prevents them from being able to pay Rooney royalties from sales in the UK.

“Current legislation in the UK has led to circumstances where Faber cannot pass on UK earnings to Sally Rooney for her work. To sell a writer’s work and not be able to pass on earnings is an unconscionable situation for a publisher,” Faber explained in a statement on its website. “As such, and in full agreement with Sally, we have taken the decision that we can no longer supply her works in the UK in any format.”

Faber added that it will remain the publisher of Rooney’s body of work – including Beautiful World, Where Are You, Normal People, and Conversations With Friends – and will keep selling her writings outside of the UK.

The British government proscribed Palestine Action as a terrorist organization in July 2025, not long after activists from the UK-based group broke into the Royal Air Force’s Brize Norton air base and vandalized two military aircrafts with red paint and crowbars. Palestine Action has often targeted arms and defense companies in Britain that have ties to Israel, particularly Israel’s largest defense firm Elbit Systems, and accuses the British government of being complicit in alleged Israeli war crimes in the Gaza Strip.

In August 2025, one month after Palestine Action was banned in the UK, Rooney announced that she would donate proceeds from her books and two BBC adaptations of them to support Palestine Action. The best-selling author has openly accused Israel of genocide in Gaza and in 2021 refused to sell the Hebrew translation rights of Beautiful World, Where Are You to an Israeli publisher because of her longtime support for the boycott, divestment, and sanctions (BDS) movement against Israel. Rooney also joined more than 1,000 authors who vowed to boycott Israeli publishers and institutions in 2024.

Under the UK’s Terrorism Act 2000, membership in or inviting support for a proscribed organization like Palestine Action is a criminal offense that can be punished by up to 14 years in prison and a fine. Wearing clothing or carrying articles in support for a banned terrorist organization can result to up to six months in prison and a £5,000 fine. Palestine Action has been fighting an ongoing legal battle in the UK to get the ban overturned.

The United States designated Palestine Action as a terrorist organization in August. The US Department of Treasury accused Palestine Action of supporting “numerous acts of terrorism since July 2020, including acts that have physically injured UK law enforcement personnel, as well as acts intended to intimidate lawful commercial enterprises and coerce the UK government.”
