A Palestinian Muslim who commits the “crime” of selling property to Jews should not expect to be buried in an Islamic cemetery. Marriage to local Palestinians will no longer be an option for this criminal’s family members, and any weddings the family makes will have no guests attending.

Both the living and the dead, then, will pay the price for such “treason.”

This is only a sampling of the punitive measures that will now be faced by Palestinian residents of Jerusalem who are involved in real estate transactions with Jews.

The latest measures were recently announced by a group of Palestinian activists in east Jerusalem, as part of a renewed campaign against Palestinians who are found guilty of selling a home or plot of land to a Jewish individual or organization.

The campaign, which has received the blessing of senior Palestinian Authority (PA) and Hamas officials, comes in the context of Palestinian efforts to thwart Israeli efforts to “Judaize” Jerusalem. It is also part of the belief that the entire land is Muslim-owned and no Muslim is entitled to give up even one inch of it to a non-Muslim. In other words, it is forbidden for a Muslim to sell his home or land to a Jew or Christian.

This campaign has raised fears that Palestinians may resume extrajudicial executions of suspected land dealers.

Although the activists behind the campaign did not openly call for the execution of Palestinians involved in real estate transactions with Jews, past experience shows that “suspects” are often kidnapped and killed by their own people.

Between 1996 and 1998, at least eight Palestinians suspected of selling property to Jews or serving as middlemen in such transactions were abducted and killed by Palestinian activists.

Palestinians consider the selling of homes or land to Jews an act of high treason. Palestinian Authority laws and fatwas (Islamic religious decrees) prohibit Palestinians from selling land to “any man or judicial body corporation of Israeli citizenship, living in Israel or acting on its behalf.”

In 2009, a Palestinian Authority court in Hebron sentenced Anwar Breghit, 59, to death for selling land to Israelis. While the sentence was never carried out, it achieved its aim: to deter others from engaging in similar transactions with Jews.

In 2014, PA President Mahmoud Abbas issued an executive order that amended sections of the penal code related to real estate transactions, and increased punishments for selling land to “hostile countries” and their citizens. Abbas’s decision came following reports that Palestinians had sold houses in Jerusalem’s Silwan neighborhood to Jews.

Yet this sell-to-Jews-get-murdered equation is nothing new. In 1998, Amnesty International documented the pattern: “Torture of those accused of “collaboration” with Israel or selling land to Israelis appeared to be systematic,” the report said.

“Unlawful killings, including possible extrajudicial executions, continued to occur. Three land dealers were found dead during May [1998] after [PA] Justice Minister Freih Abu Meddein, announced that the Palestinian Authority would begin applying a Jordanian law which provided for the death penalty for those accused of selling land to Jews.”

Last week, a Palestinian group, the National Work Commission in Jerusalem, issued yet another warning to Palestinians suspected of involvement in real estate transactions with Jews. In a leaflet distributed in east Jerusalem, the group called for a religious, economic and social boycott of the suspected real estate dealers and their families.

“We call for additional measures to renounce and besiege the brokers and weak people among Palestinians in Jerusalem. We call for a total boycott of these people on all levels — social and economic — and to refrain from dealing with them in trade or purchases or sales or participating in their joys and sorrows and in any religious, national or cultural event. The land dealers should know that they would not be able to avoid earthly and life punishment. Not only will they not be buried in Islamic cemeteries, but their entire families will also be punished and it would be forbidden to marry or to deal in any way with their family members.”

The group, which consists of scores of Palestinian political activists and prominent figures from east Jerusalem, also threatened to post photos and personal details of the land dealers on social media. In addition, the group called on Arab countries to ban the entry of any Palestinian found guilty of involvement in real estate transactions with Jews.

This threat came only days after several Palestinian families from the Old City of Jerusalem launched a similar campaign targeting Palestinians suspected of involvement in real estate deeds with Jews. The families signed what they called “The Document of the Jerusalem Pledge and Its Covenant,” to prevent real estate transactions with Jews.

The document states that any Palestinian caught selling a house or land to Jews would be considered “out of the national ranks and a traitor to Allah and his Prophet.” It too warned that those who defy the ban would be deprived of a prayer at a mosque upon his or her death and would not be buried in an Islamic cemetery. The families called on the Palestinian Authority and other Palestinian factions and institutions to take all measures to “chase out the collaborators and those who cover up for them, and expose them and shame them regardless of their influence and status.”

Mustafa Abu Zahra, a prominent Palestinian businessman from Jerusalem and one of the engineers of the document, called on the Palestinian Authority to “deter” anyone who thinks of selling of facilitating the sale of Arab-owned property to Jews.

Another Palestinian official, Najeh Bkeirat, who played a major role in the drafting of the document, claimed that Israel was seeking to “empty the Old City of Jerusalem from its native residents as it is already doing in Haifa, Jaffa and Acre.”

The renewed campaign against Palestinians suspected of selling real estate to Jews would be the nail in the coffin of any Palestinian leader who attempts to make any territorial compromise as part of a peace agreement with Israel. The stakes are very, very high: betrayal of Allah and Prophet Mohammed are at issue.

“This document constitutes a message of warning to the Palestinian Authority and its negotiators that they must not give up one grain of the soil of Jerusalem and the land of Palestine,” explained Palestinian columnist Ghassan Mustafa Al-Shami. “The document also represents a message to all the Palestinian national factions that they must take all the measures to pursue anyone who dares to think of selling Jerusalem and West Bank lands and houses, and that they should be put on trial for treason.”

Finally, this campaign undermines Palestinians’ long-standing claim that Jews “illegally seize” Arab-owned houses and land in Jerusalem. It seems that rather than illegal seizure, Jews have been paying willing Arabs cold hard cash for the properties. By endorsing such campaigns, the Palestinian Authority leadership is once again shooting itself not only in the foot, but also in the head.

Major General Herzi Halevi, the head of the IDF’s Military Intelligence Directorate, spoke on Wednesday at the 2016 Herzliya Conference. The topic of his talk was “Israel in a Turbulent Middle East: Strategic Review & Intelligence Assessment.”

“If our enemies knew our military capabilities they would spare themselves additional conflict.”

General Halevi warned Israel’s opponents against initiating a conflict, and discussed Israel’s challenges and opportunities in today’s Middle East.

“I would like to describe the rules of the game in the Middle East,” he began. “There are a lot of people who live in the Middle East with no electricity. Looking at the GDP per capita or unemployment rates it is noticeable that very big gaps have formed between us and our neighbors. It should not make us happy – a poor Middle East is a hotbed for terrorist organizations.

“The rules of the game in the Middle East has changed. Instead of few states, there are now many players. The transition from nation states to organizations is very significant. There are no good and bad guys, and players on the field change their identities.”

Halevi continued to discuss the new ways in which conflicts and wars a formed in the Middle East, in what he calls ‘dynamics of escalation’. “We live in an era in which it is most likely for wars to begin even though neither side is interested in it.”

Regarding Iran, the general said: “The nuclear agreement was a great achievement to Iran, allowing them to be accepted among the world’s nations and we believe they will honor it for the first few years. In the same time, Iran is investing great efforts against Israel.

Iran is supporting the three main threats on Israel: Hamas, Hezbollah, and Islamic Jihad – in fact, they support 60 percent of it. It is a Shi’ite nation giving money to a Sunni organization – they would do that to hurt Israel.”

Halevi then turned to discuss Israel northern border, particularly the issues of Lebanon and Hezbollah: “We have no offensive intentions in Lebanon. We do not want a war but we’re ready for one more than ever. No army ever had more intelligence on their enemies as we do about Hezbollah today.

“The next conflict will not be easy. Hezbollah is suffering heavy casualties in Syria but also experiences significant achievements, and in this process they learn a lot and gain access to new means of combat,” said Halevi. “Iran is sending weaponry to Hezbollah – some of it gets so Syria, but some of it stays in Lebanon. Syrian industries have resumed the production of weaponry for Hezbollah, and neither the world or Israel should accept it – it could escalate the next conflict.

“I am sure that, had Nasrallah or either of our enemies known our military capabilities, they wouldn’t risk additional conflict.”, Halevi concluded.

Alex Chalmers, współprzewodniczący Oxford University Labour Club, złożył rezygnację 17 lutego z powodu szerzącego się antysemityzmu i wrogości do Żydów wśród członków klubu. Jego oświadczenie i następujący po nim komunikat prasowy Oxford University Jewish Society stanowią trzeźwiącą lekturę, również dlatego, że nie jest to odizolowany wypadek.

Na początku marca brytyjska Labour Party musiała tłumaczyć, dlaczego pozwoliła Gerry’emu Downingowi, który pisał o potrzebie “zajęcia się kwestią żydowską”, i Vicki Kirby, która tweetowała, że Adolf Hitler mógłby być „Bogiem syjonistów”, na ponowne przyjęcie do partii po ich zawieszeniu za antysemityzm. Kirby była nawet kandydatką na posła do parlamentu, a po powrocie do partii mianowano ją wiceprzewodniczącą lokalnego komitetu wykonawczego tej partii.

Przez ostatnich kilka lat wyraźne poczucie niepokoju narastało wśród Żydów na lewicy europejskiej. U sedna tych napiętych stosunków leży następujący dylemat: olbrzymia większość Żydów jest syjonistami, a olbrzymia większość ludzi o lewicowych poglądach nie jest.

Problem wykracza jednak poza kwestię samego Izraela. Dotyczy także ogólnego odczucia, że lewicy nie obchodzą sprawy żydowskie i nie jest chętna poważnie potraktować kwestii narastającego antysemityzmu, woląc zamiast tego zbywać go jako konsekwencję polityki izraelskiej lub zahaczające o cenzurę próby zamknięcia dyskusji o tej polityce. Zgroza, z jaką wielu Żydów przyjęło wybór Jeremy’ego Corbyna na przywódcę Partii Pracy, przewyższała jedynie świadomość, że jego zwolennicy uważali jego zamiłowanie do towarzystwa antysemitów za niewarte uwagi.

Jest to złożony temat, z korzeniami sięgającymi wstecz do początków poprzedniego stulecia. Próbuję nakreślić – z konieczności ogólnie – niektóre trendy myśli, jaka wpływała na stosunki między Żydami i lewicą, jak również zmieniające się postawy wobec Izraela. Mam nadzieję, że uda mi się tym rzucić nieco światła na ich implikacje.

Żydzi i Europejczycy wyciągnęli inną naukę o nacjonalizmie z doświadczeń II wojny światowej. Na kontynencie oszpeconym chaosem podboju, okupacji, kolaboracji i ludobójstwa, uznano nazizm i faszyzm za logiczny koniec nacjonalizmu. Kiedy szowinizm i ślepa duma narodowa ustąpiły miejsca introspekcji i zwątpieniu w siebie, z ruin wyłonił się nowy uniwersalizm i internacjonalizm – założenie Narodów Zjednoczonych, przyjęcie przez Zgromadzenie Ogólne ONZ Powszechnej Deklaracji Praw Człowieka i wzrost nastrojów antykolonialnych i antyimperialistycznych, które z czasem doprowadziły do rozmontowania imperiów przez demokracje zachodnie.

Dla Żydów europejskich jednak nacjonalizm, w tym wypadku syjonizm, był teraz kwestią wyzwolenia i gwarancją przeżycia. Poszli więc w różnych kierunkach. Przed wojną sprawa syjonizmu była kontrowersyjna. Wśród Żydów, nieproporcjonalnie radykalnych, wielu wolało poświęcić się międzynarodowej walce o socjalizm. Wielu innych wolało asymilować się jako lojalni członkowie swoich społeczeństw. Wojna zmieniła to wszystko. Komunistów żydowskich już zdradził pakt Ribbentrop-Mołotow, który był deklaracją sojuszu między Związkiem Radzieckim a Niemcami nazistowskimi. Pakt ten wymagał od oszołomionych komunistów, by bronili porozumienia z ludobójczymi antysemitami. Kraje neutralne blokowały imigrację żydowską i zawracały uchodźców. Ani kapitalistyczny Zachód, ani Związek Radziecki nie podjęli kroków, by obrać za cel infrastrukturę Ostatecznego Rozwiązania, kiedy dotarła do nich widomość o tym, co się dzieje. A kiedy wojna skończyła się, proletariat nie powstał, by zsowietyzować Europę zachodnią, jak to przepowiadał Stalin. Zamiast tego przez okupowany wschód Europy przeszła fala pogromów. Dochodząc do wniosku, że ani zachodnia asymilacja, ani radziecka utopia nie dawały drogi do bezpieczeństwa i ratunku, porzuceni przez Europę Żydzi zwrócili się do syjonizmu.

Kluczowym pytaniem, stojącym przed lewicą europejską, jest to, czy zmieni się w taki sposób, by Żydzi raz jeszcze poczuli się częścią lewicowej rodziny politycznej. Niestety, na dającą się przewidzieć przyszłość, odpowiedź na to pytanie wydaje się negatywna.

Mimo horroru Szoah kwestia syjonizmu dzieliła powojenną lewicę brytyjską. W odróżnieniu od krajów okupowanych przez nazistów na kontynencie europejskim Wielka Brytania nie musiała borykać się z dziedzictwem kolaboracji. Jednak, jako zarządzająca Mandatem Palestyńskim, Wielka Brytania była odpowiedzialna za Białą Księgę z 1939 r., która ograniczyła imigrację żydowską na życzenie nacjonalistycznego kierownictwa arabskiego, skazując w ten sposób niezliczonych Żydów na śmierć, której inaczej mogli uniknąć. Przywódcy powojennego rządu labourzystowskiego – w szczególności premier Clement Attlee i minister spraw zagranicznych Ernst Bevin – nie byli entuzjastyczni wobec planów utworzenia państwa żydowskiego w Palestynie. Bevin posunął się tak daleko, że deportował żydowskich imigrantów z Palestyny, wielu ocalonych z Holocaustu wśród nich, i starał się sabotować stworzenie państwa żydowskiego w ONZ. Pod wpływem reakcji społeczeństwa i nacisków partyjnych oraz narastającej przemocy w Palestynie, rząd brytyjski w końcu zdecydował jednak zrzucić cały ten zabałaganiony problem na ONZ.

Choć Labour Party starała się oddzielić antysemityzm od kwestii Palestyny z powodów politycznych, europejskie partie komunistyczne robiły to samo z powodów ideologicznych, mimo pełnych udręki protestów swoich żydowskich członków. W kwietniu 1947 r. teoretyk partii komunistycznej Wielkiej Brytanii, Rajani Palme Dutt, opublikował oświadczenie zatytułowane Declaration on Palestine, w którym napisał:

Ostrzegamy wszystkich Żydów, że syjonizm, który stara się zrobić z Palestyny lub części Palestyny państwo żydowskie, jest sojusznikiem mocarstw imperialistycznych i ich bazy na Bliskim Wschodzie, odciąga Żydów od prawdziwego rozwiązania problemu antysemityzmu, którym jest rozwój demokracji i pełna równość praw w krajach, w których żyją.

W reakcji na takie poglądy Moshe Sneh, członek Knesetu z ramienia izraelskiej partii komunistycznej, mówił później:

Każdy Żyd, który pozostał przy życiu, wie i czuje, że żyje tylko przez przypadek – albo dlatego, że był poza Trzecią Rzeszą, albo dlatego, że zabrakło czasu, by wpakować go do komory gazowej i pieca… Przyjść do tych ludzi teraz i radzić im: „Proszę, asymilujcie się, zapomnijcie, że jesteście Żydami, uwolnijcie się od waszej żydowskości, żebyście byli wolni” – czy można wyobrazić sobie coś bardziej cynicznego i okrutnego?

Dla wielu na dzisiejszej lewicy Holocaust jest dziwnie niewygodnym tematem. Na marginesach skrajnej lewicy można znaleźć poważne próby zaprzeczenia Holocaustowi. Jednak w kulturalnej i akceptowanej części lewicy często zdarza się usłyszeć ludzi dobrej woli, którzy domagają się wyjaśnienia, dlaczego Izraelczycy upierają się przy prześladowaniu innych, tak jak sami byli kiedyś prześladowani.

O przeprowadzaniu analogii między Izraelem a Niemcami nazistowskimi mówi się czasami jako o swego rodzaju zaprzeczaniu Holocaustowi (twierdzenie, że naziści nie byli gorsi niż Izraelczycy) lub jako o oszczerstwie o mordzie rytualnym (twierdzenie, że Izraelczycy nie są lepsi niż naziści), ale rzadko jest ta analogia zamierzona jako jedno lub drugie. Intencją jest przemodelowanie historii prześladowania Żydów w instrument hańby. W każdy Dzień Pamięci Holocaustu podnoszą się oburzone głosy na lewicy w rzekomej trosce o ciężką dolę Palestyńczyków, ale ostentacyjnie odmawiające przyznania istnienia antysemityzmu lub w ogóle eksterminacji żydostwa europejskiego. Nieżyjący już politolog, Norman Geras pisał, że jest to jak powiedzenie kobiecie, która właśnie dała klapsa swojemu dziecku, że nie jest lepsza od jej ojca, który ją bił i gwałcił.

W wywiadzie, jaki Lee Smith z Hudson Institute przeprowadził niedawno z izraelsko-arabskim dyplomatą, Georgem Deekem, Deek zaproponował wyjaśnienie osobliwego okrucieństwa i mściwości, z jaką Holocaust jest używany do atakowania Izraela. Problem, argumentował, polega na tym, że sam Izrael jest powszechnie źle pojmowany. Nie widzi się go jako realizacji praw narodowych bezpaństwowego narodu, ale jako projekt europejskiej pokuty, wielkoduszności i współczucia. A ponieważ utworzenie Izraela postrzega się jako konsekwencje szczodrości europejskiej, legalność istnienia Izraela zawsze będzie zależała od aprobaty Europy. Deek streszcza panującą postawę tak:

Tak samo, jak ja okazałem współczucie tobie, ty musisz okazać współczucie innym. Jeśli zaś nie okażesz współczucia – lub tego, co ja uważam za współczucie – to nie będę miał obowiązku okazywać ci dalszego współczucia, a wtedy twoje prawo znajdowania się tutaj lub zachowywania się w pewien sposób, jest ci odebrane.

W historii opozycji lewicy wobec syjonizmu jest jeden ciekawy wyjątek: głos Związku Radzieckiego za podzieleniem Palestyny na państwa żydowskie i arabskie. 26 listopada 1947 r. Andriej Gromyko, przedstawiciel Stalina w Radzie Bezpieczeństwa ONZ, wyjaśnił pogarszającą się sytuacją w Palestynie brakiem praktycznej alternatywy, poczym dodał:

[Ta decyzja] jest zgodna z zasadą o samostanowieniu narodów… [i] zaspokoi prawomocne żądania narodu żydowskiego, z którego setki tysięcy są, jak wiecie nadal bez kraju, bez domów, znalazłszy tymczasowe schronienie w kilku specjalnych obozach w kilku krajach Europy zachodniej.

Wszystko to było całkowitą nowością dla europejskich komunistów takich jak Dutt, którzy spędzili lata powojenne posłusznie atakując takie twierdzenia. Kapryśne odwrócenie polityki sowieckiej przez Stalina nie miało jednak nic wspólnego z ideologią komunistyczną ani troską o dobro Żydów. Była to czysta realpolitik, wyrażająca pragnienie Stalina wyrzucenia Brytyjczyków z Bliskiego Wschodu i, jeśli to możliwe, niewpuszczenia tam również Amerykanów, co podniosłoby potęgę i wpływy Związku Radzieckiego. W tym celu zaopatrzył on Izrael w samoloty Messerschmitt i inne wyposażenie, lekceważąc brytyjsko-amerykańskie embargo, kiedy nowonarodzone państwo żydowskie walczyło o swoje życie przeciwko inwazji armii arabskich.

Ten eksperyment filosemityzmu nie trwał długo. Zamiast z wdzięcznością poddać się panowaniu radzieckiemu, Izrael wybrał ostrożną politykę niezaangażowania. Co więcej, Stalin nie przewidział elektryfikującego efektu zwycięstwa Izraela w Wojnie o Niepodległość na Żydów w Związku Radzieckim. Kiedy ambasador Izraela, Golda Meir, odwiedziła ZSRR pod koniec 1948 r., dziesiątki tysięcy Żydów radzieckich wypełniły ulice Moskwy. Meir pisała później: „Przyszli oni – ci dobrzy, dzielni Żydzi – żeby okazać swoje poczucie pokrewieństwa i świętować ustanowienie państwa Izrael”.

Również Stalin odniósł takie wrażenie, ale był znacznie mniej tym zachwycony. Widział spontaniczny wyraz radości i dumy jako brak lojalności ze strony „burżuazyjnych nacjonalistów”, o których myślał, że są agentami imperialistycznej piątej kolumny.

W rzeczywistości zwrócenie się Stalina przeciwko Żydom już się zaczęło. W Mińsku radziecka tajna policja zamordowała Solomona Michoelsa, przewodniczącego Żydowskiego Komitetu Antyfaszystowskiego. Po wizycie Goldy Meir w Moskwie paranoicznie antysemicki terror rozpoczął się na dobre.

Swedish Prime Minister Stefan Löfven “really wants to to take a lead in combating anti-Semitism worldwide,” Ambassador Carl Magnus Nesser says.

The Nordic country is taking charge in tackling its own recent issues with Jew-hatred, and is looking to lead a global stance against it, Nesser said last week.

Nesser and Stockholm’s new special envoy on the issue, Joachim Bergström, met last week with politicians and academics up North, in Tel Aviv and in Jerusalem, in an effort to better understand how to cope with anti-Semitism.

The ambassador said Löfven’s stance comes after a rise in reported anti-Semitic incidents in Sweden, noting the country experienced a 38 percent increase from 2013 to 2014. Around 20,000 Jews live in the country, and 4 percent of hate crimes reported involved anti-Semitism, according to government statistics.

In a meeting with The Jerusalem Post on Thursday, Nesser and Bergström elaborated on how the country plans to tackle some recent instances of anti-Jewish acts there.

“We see anti-Semitism as a problem, a global problem,” Bergström said. “We recognize the problem in Europe, but we also recognize the increasing threat of anti-Semitism online.”

Both Nesser and Bergström noted that the Israeli leaders they met last week emphasized the severity of the rise in Internet- based hate crime.

“There are different kinds of anti-Semitism, one being you were stoned in the streets, but another is this kind of blog forum, online types that a lot of us don’t see every day,” Bergström said. “I don’t have Twitter friends who say those kinds of things and I don’t enter those blog forums or sites. Maybe in a political way, it is under discussed.”

While resources will be devoted to combating this aspect of the problem, currently there is a strong focus in Sweden on educating the public and increasing police presence to fight hate crimes, they said.

“Imperative is that the police and the justice system continue to work on the anti-Semitic incidents and crimes,” Nesser said.

“The objective is to of course to substantially reduce it as much as possible.”

Anti-Semitism has featured in Swedish headlines of late.

In April, a Green Party politician, Kamal al-Rifai, invited Salman al-Ouda, a Saudi Salafist, to speak in Malmö, the country’s third-largest city. Ouda, who has made anti-Semitic remarks and was an early source of inspiration for Osama bin Laden, eventually was not welcomed to the city.

And last week, Swedish state television decided to not run a documentary about anti-Semitism.

Bergström and Nesser have not seen the film, but they said that the station acted independently in its decision not to run the program.

As for the rise of asylum-seekers, mostly Muslims, and the changing demographics of the country, Nesser noted that his country took in the most asylum- seekers per capita in 2015 but had the largest drop-off in 2016.

Sweden has recorded a drop of 3,700 fewer asylum applicants (or -33 percent) in the first quarter of 2016 compared with the same quarter of 2015, according to the European Commission’s Eurostat directorate.

As anti-Semitism has risen across Europe, Bergström said that he and the ambassador learned that these issues are found in the majority of European states.

“A weakened democracy, or a failing democracy, creates a very dangerous breeding ground for anti-Semitism,” Bergström added.

But does that mean Sweden’s democracy has taken a step back in recent years? “Swedish democracy and democracy globally need to be strengthened,” Bergström said.

“People need to be brought into the political processes, people need to be moved away from or relieved from social, political and economic disenfranchisement – to be able to make their voices heard and to create this culture of understanding, rather than of hate.”

Bergström, in his new position, said he will continue to work on his understanding of how to combat anti-Semitism in Sweden, as he heads to Washington for meetings at the State Department this week.
