Swedish refugee policymaking in transition?
Czechoslovaks and Polish Jews in Sweden, 1968-1972

This book explores the Swedish government’s, state institution’s and the Swedish press’ responses to the Prague Spring, the Warsaw Pact invasion of Czechoslovakia, the anti-Semitic campaign in Poland and, first and foremost, the responses to Czechoslovak and Polish-Jewish refugees fleeing their native countries as a result of these events during the formative period of the late 1960s and early 1970s. This period coincides with three key developments in Sweden’s foreign, refugee, and immigrant policies – the emergence of a more activist foreign policy, the shift from labour migration to refugee reception and, finally, the shift from a policy of integration to multiculturalism.
This study, that covers the entire span from the decision to admit the refugees, via the reception to the outcome of their economic integration, shows that the Swedish government’s and state institution’s responses were largely determined by factors that had guided Swedish refugee policy in previous decades, primarily national security and labour market considerations. It also reveals the complexity and diversity of responses towards two different groups of refugees, and how these responses changed over time. Furthermore, it provides insights into the differences and similarities regarding the economic integration of the two refugee groups. These and other insights are useful when assessing contemporary Swedish policies towards refugees.
